Transpennine Route Upgrade




The Transpennine Route Upgrade, or TRU, is a transformative, multi-billion pound railway programme that will better connect passengers in the North between Manchester, Huddersfield, Leeds and York.


TRU will transform the Transpennine main line into a high-performing, reliable railway, bringing more frequent, more reliable, faster, greener trains. The size of the project does mean that there will be planned disruption to services so the work can be delivered, however, we are still very much committed to keeping passengers moving on a train as often as possible, in comfort and on time.


Stretching across the North of England between Manchester and York, via Huddersfield and Leeds, the 70-mile Transpennine main line serves 23 stations, crosses over and dips under dozens of bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.

Brief Description





This is an opportunity to work as an integral member of the TRU finance team to help deliver strong financial management on one of UK Rails largest infrastructure investment programmes, working with infrastructure and operator delivery teams to provide analysis, insight and challenge to maintain the financial health of the scheme.


TRU Head of Finance is looking for a confident individual who is comfortable managing and coaching junior colleagues whilst challenging and building relationships with non-finance senior leaders.

Confident to challenge and raise concerns to commercial and delivery colleagues.

Capable of providing advice and guidance on financial governance to a nationally significant infrastructure project.

About the role (External)



Some of the key accountabilities of this role are:




1. Consolidate, critically review and provide technical advice and guidance on periodic financial results and forecasts to Identify and monitor risks, opportunities and efficiencies to maximise financial performance.


2. Provide robust professional recommendations and financial guidance on accounting guidelines and standards to enable the programme to be financially and legally compliant.


3. Provide technical and professional oversight of the periodic accounts, relevant analysis and preparation of business plans and budgets to enable the programme to make effective decisions.


4. Develop, understand and influence the cost drivers relevant to the delivery area to manage to the overall funding settlement by effective decision making.


5. Influence, coach and challenge senior budget holders in understanding the impact of their period results and forecasts in order to manage and deliver the programme within approved budgeting limits.


6. Proactively challenge budget holders plans and budget submissions to understand the overall plan, providing advice and new initiatives to save costs and be more efficient as an organisation.


7. Drive, adapt and deliver key KPI'S and deliverables, highlighting any significant issues and trends to aid decision makers and deliver efficiencies.


8. Lead in budget holder key meetings on financial performance to provide professional financial advice and guidance to drive business decisions, minimise risk and deliver good corporate governance.

We need you to have:



Membership (or working towards membership) of a relevant accounting body (CIMA/ACCA/ICAEW) or equivalent experience Excellent stakeholder engagement and communication skills all levels. This should include Customers; 3rd party representatives, other business & functional leaders and key support personnel. Successful relevant experience working in a complex financial environment including demonstrable experience in managing business risks, professional financial control and forward planning. Demonstrable record of budget management, governance and ability to understand and interpret commercial and financial landscapes (budgets, forecasts, actual status). Significant experience in managing ambiguity in a financial environment with strong evaluation and decision-making skills. Excellent technical Financial and Accounting knowledge and application of that knowledge in a complex and commercial environment. Educated to degree level in a relevant discipline, for example accounting and finance, business management or equivalent demonstrable experience in finance

It would be advantageous if you have:



Full membership of relevant post graduate professional body (CIMA/ACCA/ICAEW) Experience of Capital Delivery and Project Accounting Knowledge and technical expertise of Government accounting and relevant financial governance Understanding of project management principles and experience of managing complex projects to successful conclusion. #
