Senior Finance Officer
to join our established Corporate Services Directorate, which consists of three Departments: Finance, Digital Data and Technology (DDaT) and People. This role will be essential in supporting the Corporate Services Departments in becoming more strategic, proactive, efficient, and effective in how they operate and the support they provide, allowing the GLAA to prosper and deliver on its strategic priorities.

The GLAA is one of the principal investigative law enforcement bodies for labour exploitation in the UK. The GLAA ensures that workers in the UK are treated fairly, properly and are protected from abuse and exploitation. We have three core functions:
Regulation
- We regulate businesses that provide workers to the horticulture, agriculture, shellfish gathering and food processing and packaging sector. Our regulatory work includes operating a licencing scheme, undertaking inspections to ensure compliance with that scheme, and taking enforcement action where there are breaches.
Prevention
- We work with a broad range of stakeholders locally, nationally, and internationally to help prevent workers from being exploited.
Enforcement
- We investigate allegations of worker abuse under the Modern Slavery Act 2015. GLAA Officers conduct civil and criminal investigations and take enforcement action, including prosecutions and court orders to disrupt criminal activity. We also support victims who have been abused, in particular by ensuring they can access specialist help from our partners.
Job description
The role holder reports to the Management Accountant and works closely with the Head of Finance. The post holder is responsible for:
Providing appropriate financial information to stakeholders, on actual income and expenditure and forecast spend and income.
Developing new and enhancing existing procedures and processes to support the workflow of the finance team, while ensuring the integrity data and management (or audit) trails.
Providing administrative support by, verifying, and reconciling invoices, monitoring expenses, updating records and resolve any discrepancies.
Managing the Finance mailbox to resolve any requests from external and internal stakeholder and including suppliers and customers.
To focus on continuous improvement of financial processes and reporting: aligning workflows and reporting to meet evolving stakeholder requirements.
Work closely with stakeholders including audit to provide supporting information and assurance on finance process and data.
Financial Insight & Support
Extract and present key financial information to support decision-making, assurance, and performance insight.
Provide guidance to colleagues on financial and procurement processes, helping them understand and follow relevant policies.
People & Leadership
Role model positive behaviours that support the GLAA's culture and values.
Actively participate in team and directorate discussions, contributing ideas and helping implement decisions.

Things you need to know
The Government's plan to Make Work Pay included a commitment to establish a single enforcement body to enforce workers' rights, including strong powers to inspect workplaces and take action against exploitation. Bringing together state enforcement for workers' rights will better support businesses who want to comply with the rules, create a strong, recognisable single brand so individuals know where to go for help, and lead to a more effective use of resources and coordinated enforcement action. Bringing state employment enforcement together will create a single executive agency of the Department for Business and Trade known as the Fair Work Agency (FWA). The FWA will bring together the enforcement bodies - HMRC's National Minimum Wage enforcement function (HMRC NMW), the Employment Agency Standards Inspectorate (EAS), the Gangmasters and Labour Abuse Authority (GLAA) and the Director of Labour Markets (DLME) strategic functions.
This role is part of a transition process and is expected to transfer to The Fair Work Agency (FWA) as part of planned organisational changes. Further details will be provided as appropriate during the recruitment process

Essential:
Excellent organisational skills, including the ability to use initiative, to prioritise workload, and work under pressure to achieve strict deadlines.
Excellent working knowledge and experience of Knowledge of Finance processes and Accounting Software Oracle. (lead criteria 1)
Working knowledge of data analytics, Microsoft Excel and automation tools. (Lead criteria 2)
Excellent interpersonal skills.
Willing to work as a pro-active team member in a small team to ensure tasks are completed.

AAT qualified
