The Information Rights Team forms an integral part of Parliamentary and Public Accountability Team (PPAT) and operates a high volume, fast paced public facing service. Our work is often in response to high profile, live issues. The team works collaboratively across UKHSA to provide a high-quality service to all our customers in line with UKHSA's values and our key performance indicators. Job description
You will:
lead a team responsible for delivering of statutory information access compliance, shaping information rights and data protection strategy, as well as overseeing engagement within the different business areas of the organisation
be a team player with good judgement, adept at personally handling sensitive requests and data, possess sharp political nous, and excellent organisational skills.
In ensuring that UKHSA's responses to statutory requests are timely and accurate, you will work with the UKHSA's scientists and clinicians and will be able to handle and work with complex scientific and technical information and translate it for public audiences.
In this management role, which also requires delivery of your own case work in addition to supporting your team to deliver their allocated cases, you will be working with a highly motivated and passionate group of people in an exciting and fast-paced environment with the opportunity to make your mark.
The main duties and responsibilities will be:
Line-manage a team of Information Rights professionals, ensuring their personal and professional development is in line with UKHSA's development framework.
Own, manage and deliver a steady volume of sensitive and high-risk case work.
Develop, implement and monitor Information Rights processes and procedures to support alignment with Civil Service and ICO guidance. This includes identifying gaps and having awareness of developments in legislation and guidance and manage any residual risks or competing requirements.
Collaborate with senior stakeholders to ensure compliance with delivering of statutory information access.
Management of Information Rights Risks and Issues to facilitate Senior Information Risk Owner (SIRO) reporting and mitigate risks in accordance with organisational approaches and strategies.
Engage with relevant stakeholders across the business and act as an ambassador for Information Rights, promoting good practice and awareness raising in the wider organisation.
Provide data protection advice to contributing teams to ensure compliance with relevant legislation throughout the process of responding to requests. Similarly, advising on data protection risks associated with processing personal data associated with request handling.
Improve UKHSA's staff knowledge and awareness of data protection; Freedom of Information Act and associated statutory access legislation thought the provision of advice and training.
Supporting Head of Public Accountability on projects.
The Senior Information rights manager is also responsible for:
Supporting the operational planning across the Information Rights service through preparing reports, papers and responding to a broad range of commissions.
Provide expert Freedom of Information Act and data protection advice to contributing teams to ensure compliance with relevant legislation throughout the process of responding to requests. Specifically, advising on data protection risks associated with processing personal data associated with request handling.
Improve staff knowledge and awareness of data protection; Freedom of Information Act and associated statutory access legislation thought the provision of advice and training.
Supporting the Head of Public Accountability and deputise as required.
Identify, discuss and own professional performance and training / development needs with your line manager through appraisal / individual development plan. Attending internal / external training events.
To participate in all mandatory training as required, i.e. fire safety, information governance and all other mandatory training.

Person specification
Data Protection qualification at post-graduate level/CIPPE or equivalent qualification, or demonstrable experience in a predominantly data protection role for large complex organisation
Advanced knowledge of Freedom of Information Act, data protection legislation, government data protection frameworks and directive
The ability to explain data protection and freedom of information access concepts to staff and stakeholders
An adaptable individual who can adapt to changing priorities and maintain focus and alignment of your activities
Be an excellent communicator with experience of providing written and verbal advice, including to senior management and stakeholders

Location
This role is being offered as hybrid working based at any of our Core HQ's in Birmingham, Leeds, Liverpool or London.
We offer great flexible working opportunities at UKHSA and operate using a hybrid working model where business needs allow. This provides us with greater flexibility about how and where we work, to get the best from our workforce. As a hybrid worker, you will be expected to spend a minimum of 60% of your contractual working hours (approximately 3 days a week pro rata, averaged over a month).
Our core HQ offices are modern and newly refurbished with excellent city centre transport link and benefit from benefit from co-location with other government departments such as the Department for Health and Social Care (DHSC).
Eligibility Criteria
Open to all external applicants (anyone) from outside the Civil Service (including by definition internal applicants).
Security Clearance Level Requirement
Successful candidates must pass a disclosure and barring security check.
Successful candidates must meet the security requirements before they can be appointed. The level of security needed is Basic Personnel Security clearance.
Future location
UKHSA is investing in a new state-of-the-art National Biosecurity Centre in Harlow, Essex, which will eventually bring together teams currently based at Canary Wharf, Colindale and Porton Down. For more details, please see: Huge biosecurity centre investment to boost pandemic protection - GOV.UK.
The new facilities will start becoming operational in the mid-2030s, with full completion by 2038. Staff will move in phases as facilities become available. If you're appointed to a role currently based at Canary Wharf, Colindale or Porton Down, please note that we'll continue investing in these sites for the next decade. As we get closer to the transition, we'll provide full information about relocation support available to staff.
