Our Communications Directorate sits at the forefront of government communications, working across multiple campaigns and policy areas that directly impact millions of people.
The role of Senior Marketing Manager sits within the marketing team in the Communications Directorate. You will be working on key government campaigns including empowering tenants to know their rights to living in decent and safe homes, ensuring landlords are prepared for the changes to the Renters' Rights Bill, linking people sleeping rough to the right local support and the Fire Kills campaign which helps reduce the number of house fires and fatalities across the country.###

Job description




As Senior Marketing Manager, you'll be responsible for managing the planning and delivery of paid marketing campaigns that reach diverse audiences with messages that truly matter. This isn't just about creating awareness - you'll be designing and implementing behaviour change campaigns that use proven frameworks like COM-B to address real barriers and create lasting impact. From managing campaign budgets to working with award winning agencies, you'll have the resources and support to deliver impactful campaigns that drives real change.
The role offers variety, with opportunities to work on campaigns that address some of society's most pressing challenges, collaborate closely with policy teams, senior officials, and external partners and contribute to the strategic direction of our marketing function.

As the Senior Marketing Manager you will:Manage and deliver paid marketing campaigns. Lead the planning and delivery of a broad portfolio of paid campaigns that extend and amplify government priority campaigns, working with creative and media agencies to develop multi-channel approaches based on audience insights and data. Contribute to strategic campaign approaches based on insights, audience research, and understanding of media channels to inform the optimal media mix Optimise digital campaign performance using real-time data analytics and insights to monitor, adjust and improve campaigns while they're running, ensuring effective reach, engagement and value-for-money delivery that meets objectives on time and within budget Provide specialist marketing advice. Support comms colleagues and policy specialists with marketing expertise, presenting solutions that demonstrate how media choices create measurable change Secure campaign approvals to ensure all materials receive appropriate sign-off from ministers and senior officials before going live Support the Head of Marketing and work with senior leaders and stakeholders to promote the team's work and departmental priorities Line manage a Marketing Officer, providing coaching, development opportunities, and performance management to build their professional capabilities and career progression ###

Person specification



At least 2 years' experience delivering cost-effective, successful multi-media campaigns with demonstrable results Strong understanding of target audiences with experience developing creative campaigns specifically tailored to audience needs and insights Comprehensive understanding of media mix and practical experience working across digital, traditional, and emerging channels Experience evaluating campaign performance, analysing data and metrics, and identifying key learnings to inform future activity Experience using analytics and insights to optimise campaigns in real-time and demonstrate measurable impact Ability to navigate high-profile, politically sensitive issues and secure appropriate approvals through government processes

This role will include regular travel to the London office. There may be opportunities for candidates to work flexibly depending on the business needs. This will be discussed with the vacancy manager on a case-by-case basis if you are successful for the role.

Internal Fraud Database




The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
