Job Purpose
The
Senior Nuclear Assurance Manager (Transport)
is a specialist role acting as the
internal regulator
for NTS. You'll provide authoritative assurance that our arrangements for transporting radioactive and nuclear materials (Class 7 dangerous goods) comply with national and international regulations across
road, rail, air, sea, and inland waterways
.

Principal Accountabilities
Regulatory Compliance & Assurance
Act as the internal regulator, exercising independent professional judgment on governance, systems, and controls for multimodal transport of Class 7 materials.
Lead risk-informed assurance activities: audits, compliance interventions, and thematic reviews focusing on system effectiveness, organisational capability, and safety-critical risks.
Deputise for the Head of Projects, Change & Oversight, providing strategic nuclear assurance leadership and oversight of regulator-facing strategy and high-risk interventions.
Strategic & Leadership Responsibilities
Provide senior-level assurance input into organisational resilience, emergency preparedness, and business continuity.
Lead horizon scanning for emerging regulatory, technological, and geopolitical risks, advising the executive on compliance and investment needs.
Exercise independent challenge to NTS Senior Leaders where assurance evidence indicates material weaknesses in nuclear safety or compliance.
Support emergency exercises, learning-from-experience (LFE) initiatives, and internal assurance reviews.
Governance, Risk Management & Oversight
Design, own, and evolve the nuclear transport assurance framework, ensuring clear accountability and effective governance.
Shape and oversee a data-driven intelligent assurance regime, including leading indicators and KPIs for risk-based decision-making.
Lead Class 7 transport-related investigations, learning from incidents and driving improvements.
Develop and maintain the NTS Nuclear Assurance Body of Knowledge (NBoK) for capability building and succession planning.
Stakeholder Engagement & Regulatory Relations
Act as senior technical authority and intelligent customer for nuclear transport assurance, interfacing with ONR, DNSR, DfT, EA, ORR, and international regulators.
Develop long-term regulatory engagement strategies, positioning NTS as a trusted and competent duty holder.
Represent NTS at industry conferences, technical forums, and regulatory working groups, influencing good practice and contributing to the wider assurance community.
Training, Competency & Capability Development
Lead design and delivery of specialist nuclear transport training, embedding regulatory intent and risk-based thinking.
Identify future skills requirements and implement training solutions to address capability gaps.
Act as mentor and strategic capability lead, developing SQEP professionals for high-hazard environments.
Revenue Generation & Business Development
Shape and sponsor specialist nuclear assurance products and consultancy services, positioning NTS as a strategic partner to governments and industry.
Build strategic relationships with industry partners, universities, and regulators to expand commercial offerings.
Dimensions
Employee base: approx. 700 in NTS regionally.

External contacts include regulators, customers, and suppliers.
Knowledge, Skills & Experience (Essential)
Degree in engineering or science (or equivalent experience in a nuclear-regulated environment).
Professional accreditation (e.g., Chartered Manager).
Expert knowledge of national and international regulatory frameworks for Class 7 transport, with 10+ years' experience.
Proven leadership and team development experience.
Ability to build trusted relationships with regulators and stakeholders.
Strong track record in governance, assurance, and continuous improvement.
Strategic thinking and horizon scanning capability.
Desirable:
Experience in consultancy or commercial assurance services.
Advanced data-driven assurance techniques.

Participate in on-call rota as Emergency Team Coordinator and Tactical Commander.
Duties may vary within the remit of the role and grade.
