Job summary




The Fire Funding Policy Team is a small and friendly team with a business-critical role in ensuring that Fire and Rescue Services in England have the resources they need to do their important work. The team leads on all aspects of fire funding policy, including providing evidence and negotiating on fire elements of the Local Government Finance Settlement and Spending Reviews. The team has close working relationships with other policy teams in MHCLG, including teams that work on Fire Strategy and Reform, Fire Safety, and Fire Pensions. We frequently collaborate with economists and analysts, as well as the department's Finance Business Partners. Externally, the team works closely with organisations including the National Fire Chiefs Council (NFCC), His Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS), and the Fire Finance Network (FFN), as well as other government departments including HMT. The jobholder is expected to take on a proactive role in leading on the production of Fire and Rescue Authority (FRA) fact sheets, preparing Local Government Finance Settlement numerical products to support the sector and ministers in understanding overall funding levels for FRAs and the drafting of ministerial briefings, correspondence, and PQs. They will also support on the fire productivity and efficiency workstream, as well as supporting work on a review of the fire funding formula. The Fire Funding Policy team is a trusted partner of other fire policy teams in MHCLG and receives frequent requests to provide advice and collaborate on different projects, such as governance transfers, fire reforms, pensions, and fire safety. This means that the jobholder will be exposed to a lot of other policy work going on in the wider department, which will also add variety to the jobholder's regular brief.

Job description




We are recruiting for a stretching and business critical SEO post to support the Fire Funding Policy team.


Productivity and efficiency workstream as part of the Spending Review commitment, the fire and rescue service sector in England has made a commitment to increase service productivity and efficiency. The Fire Funding Team are supporting the sector in the attainment of these targets by co-chairing the Fire Productivity and Efficiency Forum jointly with the NFCC. The Forum co-ordinates work to produce evidence to support the sector in evidencing progress against the agreed targets, as well as to increase the awareness and engagement of fire and rescue services on the programme of work. A key responsibility is working with the G7 lead in running the secretariat and co-ordinating work of the Fire Productivity and Efficiency Forum. This includes working with key stakeholders to develop agendas for the quarterly meetings and taking notes of meetings, and ensuring actions are captured and completed. The jobholder is expected to contribute ideas to the programme of work for the Forum and there will be opportunities for external stakeholder engagement, public speaking and providing advice to Ministers. This role requires close working with analysts, and it is expected that the jobholder will have confidence and some experience in working with and interpreting data to support analysis of the annual Fire Productivity and Efficiency Plans.


Local Government Finance Settlement Following the Local Government Finance Settlement core spending power (CSP) for FRA's is calculated to give ministers and the sector an understanding of funding for the year ahead. The job holder will be expected to calculate and update CSP on key products and update ministers. Precept calculator is built annually following the release of council tax figures. The post holder will be leading on LGFS work and strong excel skills are essential This role will offer stretching opportunities in the areas of policy development, project management, stakeholder engagement, as well as engaging with senior civil servants and Ministers.

The successful candidate will have good communication skills and ability to work collaboratively with different stakeholders across professions, organisations, and levels of seniority. They will have a critical eye for detail, the ability to pose challenging questions that can lead to the betterment of policy solutions, as well as demonstrable experience of using evidence and data to support conclusions. The successful candidate will have the opportunity of leading on ad hoc projects in addition to their regular work.

SEO salary



The salary for this role is 40,669 (National).

For existing civil servants, the usual policy on level transfer and promotion will apply and is non-negotiable. If you apply for a role that requires a transfer of location, for example if you are transferring from London to a National location, your salary will be adjusted in accordance with our policy on transfer between HQ pay ranges.


Please note that the average employer pension contribution is based upon the National minimum salary for this role. The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.
