Job description
We are offering a 12-month opportunity to provide temporary cover in the Strategy & Policy team.
You will play a central role in shaping the long-term direction of tax policy in WRA. Your initial focus will be the development of the first piece of primary legislation by WRA. You will be a key member of a small bill team initially managing a consultation exercise, with a view to developing a tax maintenance bill for the next Senedd term beginning in 2026. This is an exciting opportunity to be part of a new project for the WRA, scoping new ways of working with our partners and stakeholders.
You will also lead policy thinking and coordinate wider WRA input on the design of possible new functions/services, working closely with Welsh Government partners and key stakeholders to explore the WRA's future role.

Key Responsibilities
Policy development
You will:
Support the delivery of a tax policy white paper consultation exercise for a potential tax maintenance bill
Consult key stakeholder groups to gather feedback on the proposals in the white paper
Prepare policy instructions to inform the development of the draft bill, working with teams across the WRA and wider Welsh Government to support the legislative process
Support the SCS Bill Facilitator to introduce and maintain effective governance through the bill project board
Work with Welsh Treasury and other Welsh Government teams to develop policy and legislative solutions relating to the WRA's functions and/or services
Support wider WRA teams in developing operational policy and guidance in relation to new taxes and services
Shaping design projects
You will:
shape and coordinate cross-WRA input on the future design of existing and new Welsh national taxes and revenue services
undertake research to inform and develop our strategic thinking, supporting internal and external discovery projects to enhance broader design work
build a cross-WRA understanding of the potential impacts new taxes or services may have on our existing functions and powers, the devolved taxes we currently administer (LDT and LTT) and our operating model
understand and resolve technical policy disagreements, solving issues and unblocking problems
ensure the WRA's governance framework to support our design work remains robust
Building a network
You will:
develop constructive relationships with colleagues to form a collaborative approach across multidisciplinary teams
develop and enhance relationships with stakeholders who can influence the design of new taxes and services
communicate effectively across organisational, technical and political boundaries. Make complex and technical information and language simple and accessible for non-technical audiences
You may also get involved in corporate projects, supporting the continuous development of the WRA, as we seek to share our expertise and build our collective capability.
