LOCATION
UK KEY RESPONSIBILITIES
Reporting to the Senior Programme Manager, you will be responsible for leading the pre-construction phase of project development. This role focuses on progressing client sites through the tendering and pre-construction stages, ensuring that projects are accurately scoped, costed, and scheduled to support successful delivery.
You will be accountable for monitoring and forecasting project programmes and budgets, ultimately overseeing the pre-construction process to ensure projects meet desired outcomes and exceed customer expectations. In addition to project responsibilities, you will act as a line manager and senior support within the pre-construction team - handling operational and commercial escalations, while championing best practices through mentoring and team development.
As a Senior Pre-Construction Manager, your role will span two core areas:
Project Delivery: Leading all pre-construction activities, including surveys, grid connections, planning, and design coordination.
Team Leadership: Line managing and supporting Pre-Construction Managers, driving continuous improvement through escalation management, coaching, and professional development.
Key responsibilities:
Project Oversight & Reporting
Lead and manage a portfolio of projects through the pre-construction phase, ensuring all internal and external stakeholders are kept informed through regular progress reporting and updates.
Team Leadership & Development
Provide line management and mentorship to Pre-Construction Managers, supporting them with client escalations and directly resolving complex project issues. Drive best practices and continuous improvement through process-focused workshops and project review sessions.
Client & Stakeholder Engagement
Act as the primary liaison with clients during the pre-construction phase. Secure feedback on draft designs, resolve concerns, and ensure timely, professional responses to all client enquiries to support strong, ongoing relationships and repeat business.
Design & Survey Coordination
Collaborate with the Business Development and Design teams to ensure project designs meet client specifications. Coordinate surveys, ensuring all data is reviewed and integrated into tender and design processes. Oversee site layout development and change iterations with the client.
Grid Connection & Utility Management
Obtain and manage grid connection offers from DNOs or review client-provided offers. Secure agreements aligned with project strategies and challenge connection terms where appropriate to optimise outcomes for the client. Maintain strong relationships with DNOs and IDNOs.
Programme & Planning Management
Develop and maintain project programmes in alignment with client expectations, clearly defining milestones, deliverables, and timelines. Coordinate with stakeholders to ensure planning, CDM, traffic management, and council requirements are understood and fulfilled.
Commercial & Procurement Strategy
Collaborate with the Commercial Manager and relevant teams to build robust commercial models and present them to clients for approval. Support the Programme Director in strategic procurement decisions, especially for long lead-time items.
Contract & Delivery Oversight
Develop detailed contract delivery plans and oversee the contract management process across the pre-construction lifecycle. Ensure alignment between pre-construction outputs and operational delivery expectations.
Continuous Improvement & Upselling
Identify and propose additional opportunities for value-added services on existing sites. Support company-wide efforts to improve quality, efficiency, and customer satisfaction through feedback loops and process refinement.
Health, Safety & Quality Culture Actively promote and uphold a strong culture of Health, Safety, and Quality throughout all pre-construction activities. Ensure all project risks are managed appropriately from the earliest phases.
Brand Representation
Serve as an ambassador for Rock, consistently reflecting its values and high standards through professional conduct, quality of work, and client interactions.
EXPERIENCE & SKILLS REQUIRED

  • Minimum of 5 years experience in a similar role
  • Experience working within a management role
  • Abilitiy to coordinate a team
  • IT literacy
  • Accurate record keeping
  • Full UK Driving Licence
SALARY & BENEFITS
62,000 - 67,5000 + EV/Car allowance + Benefits
