Job Description

On behalf of the MOD, we are looking for a Senior Procurement Officer (Inside IR35) for a 6 month contract based in Andover, Wyton, Whittington or Glasgow 3 days per week

DIO Commercial manages a number of Private Finance Initiative (PFI) contracts on behalf of the Front Line Commands, many of which expire in the next few years and cannot be extended. The role holder will provide operational leadership to the team of commercial professionals responsible for designing, procuring and contracting for the replacement arrangements. The ideal candidate will possess extensive experience in complex Category A procurements, with specific emphasis on hard and soft FM, ancillary services and construction. The role will engage with and seek to elicit support from a number of stakeholders, including Front Line Commands, DIO project delivery teams, other Government departments and wider industry and supply chain partners.



DIO provides critical construction, asset management and FM services to a range of military and civilian customers. The successful candidate will be working in a diverse, challenging and rewarding organisation, which offers excellent scope for career and personal development.



As a Senior Procurement Officer your main responsibilities will be:



Lead the Competitive Flexible Procurement process, including Dialogue Phases, ensuring compliance with the Procurement Act 2023. Develop and maintain Commercial Strategies, supporting high-value, complex PFI replacement projects. Engage with Approving Authorities, including the Cabinet Office, to secure strategic alignment and approvals. Conduct market engagement, analysis, and reporting to inform Category A Business Cases and procurement strategies. Support the development and implementation of procurement processes for DWSP and associated contracts. Lead commercial workstreams internally and externally, including sourcing and procuring support contracts for DWSP.
