Who are we looking for?
We are seeking an experienced Senior Procurement Policy & Process Manager to lead the development, implementation, and continuous improvement of procurement policies and procedures across Network Rail. The ideal candidate will have a strong background in public sector procurement, with expert knowledge of UK procurement legislation and best practice. You will be adept at translating complex regulations into practical guidance, ensuring compliance while enabling efficient and effective sourcing. With excellent communication and influencing skills, you will work closely with senior stakeholders to embed robust processes that support value for money, transparency, and sustainability in procurement.

You'll be joining a supportive and collaborative Commercial & Procurement team that plays a key role in keeping Britain's railways running efficiently and safely. We work closely with a wide range of stakeholders across the business to deliver value for money, ensure compliance, and support strategic objectives. It's a fast-paced and dynamic environment where your ideas are valued, and professional development is encouraged.
What does the average day look like?
In this role, no two days are the same. You'll be at the heart of shaping and improving Network Rail's procurement policies and frameworks, making sure they are practical, compliant, and aligned with government standards. One moment you may be engaging with senior stakeholders across Network Rail, the Department for Transport, or Cabinet Office to ensure we meet our regulatory obligations, and the next you could be training stakeholders across the country in key areas of procurement policy and best practice. You'll guide and inspire a talented team, equipping them with the right tools, training and leadership to deliver consistently and effectively. Alongside this, you'll play a key role in the governance and reporting of major procurement activities, helping to make procurement at Network Rail transparent, efficient, and fit for the future.
Essential Criteria
Educated to a degree standard or equivalent experience in a relevant discipline (E.g. Business & Finance Management, or Commercial)
MCIPS qualified or equivalent experience
Experience procurement policy, operations and governance, with demonstrable track record of developing and deploying strategies to deliver value within an infrastructure or engineering environment
A demonstrable level of line management experience
Experience with cross-functional collaborative working methods
Thorough knowledge of UK public procurement legislation
Ability to manage multiple complex projects and view projects in their holistic entirety
Politically aware, with the ability to use direct and indirect influencing strategies
Demonstrable level of problem-solving experience and in large, complex organisations

Desirable Criteria
Detailed knowledge of the UK Rail Industry, including procurement processes in a reclassified environment
Detailed knowledge of procurement processes and legislation relevant to construction works
