At Ofgem, we're transforming the foundations of our digital infrastructure. The Legacy Upgrade Project is a strategic initiative focused on modernising and securing the platforms that support several critical schemes within Digital Delivery. We're upgrading legacy systems to ensure resilience, compliance, and long-term sustainability. We're now looking for a Senior Product Manager to lead this transformation; someone who can shape a robust, future-ready platform, drive strategic decisions and collaborate across multidisciplinary teams to deliver meaningful impact.

We are seeking a highly experienced individual in Agile development and product management who can lead effectively and manage diverse stakeholder expectations. This role involves working on a Legacy Upgrade Project, which demands bridging the gap between old and new systems while balancing technological constraints. Responsibilities include overseeing various testing strategies such as integration, regression, and end-to-end testing, as well as supporting the creation of updated system documentation, business value, and user requirements.

Job description
Key Responsibilities
Own the product strategy and long term vision.
Manage and prioritise the product backlogs.
Key liaison between the business and IT teams.
Change request management and cost/benefit analysis to ensure value for money.
Contribution to requirements gathering, including review and sign-off.
Plan and communicate system cut-overs, business process changes, and user training. Ensure comprehensive support during and after go-live.
Optimise the value of development work undertaken and ensure all colleagues have sufficient understanding of product backlog items.
Drive decisions based on data and insight model by defining and monitor KPIs for performance, reliability, and user satisfaction to ensure upgrade objectives are achieved.
Establish and maintain strong stakeholder relationships both internally and externally, communicating the vision and roadmap regularly.
Provide final approval for developed functionality with business sign-off.
Produce and/or contribute to a range of documentation that may include presentations, briefings, business cases, roadmap.
Lead the planning execution and management or User Acceptance testing activities
Share knowledge and good practice.
Support the Principal Product/Solution Owner.

Person specification
Essential Criteria
Experience in modernisation initiatives by leveraging deep legacy system insight, strategic alignment to drive scalable, compliant, and interoperable solutions with robust data integrity and effective knowledge transfer. (Lead criteria)
Experience of working in an Agile development environment, and knowledge software development life cycles.
Process/ dependency mapping skills and the ability to interpret business requirements to ensure systems are fit for purpose.
Proven organisational skills, the ability to proactively prioritise, plan and schedule complex tasks and demonstrate effective problem-solving skills.
Experience in planning, executing and managing User Acceptance Testing activities.
Extensive experience working collaboratively with diverse colleagues, including the prioritisation and management of stakeholders' expectations.
Desirable Criteria
Formal Agile or Product Manager qualifications, or Product Manager experience.
Knowledge of energy industry and renewable energy or energy efficiency support schemes.
