Transpennine Route Upgrade

The Transpennine Route Upgrade (TRU) is a Programme of activities that is improving the railway between York and Manchester via Leeds and Huddersfield.

\xe2\x80\x8b\xe2\x80\x8b\xe2\x80\x8bStretching across the North of England, this key 76-mile Transpennine railway serves 23 stations, crosses over and dips under 285 bridges and viaducts, passes through six miles of tunnels, and crosses over 29 level crossings.

Proposed improvements as will deliver a hard-working, reliable railway for passengers, allowing for trains with more seats, more services and faster journey times.\xe2\x80\x8b

Brief Description

The role is based within the TRU East Alliance within the Owners Engineering team and is to lead on all aspects of Buildings and Civils Discipline on the York to Leeds section of TRU - scope would include Underbridge and Overbridge reconstructions, bridge strengthening, Earthworks, Station modifications, retaining walls and lineside Civils. You will lead a team of Project Engineers and should demonstrate a broad experience of Civils works ideally in the Railway environment although similar experience within other industries is acceptable. Alliance working will see the role embedded within the Alliance team so strong collaborative behaviours are essential along with an ability to ensure engineering solutions offer value for money and seek to support efficiencies in delivery.

The role is to manage the use of appropriate engineering standards in relation to design and construction, on all projects within the national programme and check whether they comply with legislation, Railway Group and Network Rail company standards. To monitor whether suitably qualified and experienced staff are employed to control engineering aspects of all projects within the functional discipline.

About the role (External)

Some of the key accountabilities of this role are:

1. Implement Network Rail systems and procedures to deliver a cost effective, high quality and safe approach to design, construction, commissioning and other technical activities on relevant projects. Review all relevant legislation and liaise with relevant governmental departments.

2. Monitor the competence of all Project Engineers working on projects within the functional discipline and provide functional guidance, direction and briefing.

3. Apply engineering controls and procedures to all projects and check whether all design and construction contracts include reference to appropriate Railway Group and Network Rail Company standards applicable to their discipline.

4. Apply relevant techniques and procedures of quantified and qualitative risk assessment and HAZOP analysis to all projects and check whether the environmental aspects of all projects are managed in accordance with Network Rail Environmental Policy.

5. Monitor all projects for compliance with Railway Group and Network Rail Company standards and Network Rail project control procedures.

6. Advise project and programme management in respect of all construction activities, testing and commissioning, and site supervision. Monitor whether the design and construction elements meet the requirements of legislation, including construction design management (CDM) regulations.

7. Assess whether contractors\' design, construction and specialist personnel are competent.

8. Undertake reviews of design and construction activities. Arrange audits of contractors to monitor whether safety and quality of design, construction testing and commissioning and management systems are adequate.

9. Undertake the duties of nominated design and construction / design construction engineer.

10. Undertake accident investigations when remitted to by the relevant designated competent person

We need you to have:

\xc2\xb7 Significant experience in large scale Civil Engineering, Buildings and/or Geotechnical engineering disciplines including renewals and enhancements works, ideally with involvement in construction and design projects across multi discipline areas

\xc2\xb7 Technical qualifications to at least HND level or equivalent

\xc2\xb7 Membership of a relevant professional institution

\xc2\xb7 Experience of major contracting

\xc2\xb7 Knowledge of structuring safety cases in support of projects

\xc2\xb7 Knowledge of safety management and quality assurance

\xc2\xb7 Understanding of the arrangements required for the independent assessment of works

\xc2\xb7 Accident investigation experience

\xc2\xb7 Strong Collaborative behaviours

It would be advantageous if you have:

\xc2\xb7 Six Sigma Yellow Belt

\xc2\xb7 Chartered status or equivalent in the particular discipline

\xc2\xb7 Appreciation of environmental issues in engineering works

Salary: starting at \xc2\xa355,596 and increasing to \xc2\xa362,546 per annum.
