About the Role
We are seeking an accomplished Senior Project Manager to join our Infrastructure Delivery team, bringing proven expertise in transport planning and a track record of delivering complex transport and public realm schemes. In this pivotal role, you will provide strategic leadership to complex, high-profile projects--ensuring outcomes that are innovative, robust, and closely aligned with value for money, local transport policy and long-term community benefit.
You will oversee all phases of the project lifecycle, from conception to completion, and play a leading role in shaping the strategic direction for transport initiatives across Oxfordshire. An understanding of transport modelling and the ability to interpret and communicate complex data will be essential to inform decision-making, managing risk, and underpinning project success.
Central to the role is your capacity to build and sustain strong relationships with a diverse range of stakeholders, from technical specialists to community members, elected officials, and senior leaders. Your well-honed stakeholder management skills will enable you to navigate the political landscape confidently, balancing sometimes competing priorities and ensuring transparent, productive engagement at every stage.
You will be adept at steering projects through procurement and legal processes, ensuring compliance with relevant legislation and achieving the best possible outcomes for the Council and its residents. Your responsibilities will include commissioning and managing external consultants, overseeing design approvals, leading on procurement strategies, and ensuring contractual arrangements protect the Council's interests.
This role also demands a collaborative and forward-thinking approach--working alongside multidisciplinary teams, guiding less experienced project managers, and contributing to a positive, agile, and innovative team environment.
About you
You have extensive experience managing transport projects of significant scale and complexity. You will have extensive experience in transport planning, with knowledge of transport modelling techniques, data analysis, and interpretation, which is matched by your ability to communicate technical information clearly to a broad audience.
You bring a detailed understanding of procurement and legal frameworks relevant to public infrastructure delivery, and have demonstrated success managing budgets, programmes, and risk within a complex organisational context.
Your ability to build trust, influence key stakeholders, and navigate the political dimensions of local government is second to none. Resilient, adaptable, and highly organised, you thrive in challenging environments and are committed to delivering tangible benefits for communities.
