Location
Our headquarters is a newly refurbished office in Capital Quarter, Cardiff, specifically designed to meet our needs. We expect this to be the place that most colleagues will use to collaborate, both with each other and with stakeholders.
As we operate across Wales, we also have collaboration and limited office space in Welsh Government offices in Llandudno Junction, Aberystwyth, Swansea and Merthyr Tydfil.
Main Purpose of the job
The Senior Provider Audit Manager will play a key role in improving our process to obtaining assurance over providers, by undertaking objective, risk-based assessments on key areas within the providers we regulate, with a focus on data audits.
The successful candidate will support the creation and implementation of a defined data audit strategy for providers and will undertake reviews of the data returned by providers.
The Senior Provider Audit Manager will support the Regulation Directorate with ad-hoc reviews of providers, in response to a change in provider risk rating or non-compliance with a provider's on-going conditions of registration being identified.

What you'll be doing
Key Tasks
Engaging with and developing relationships with providers.
Accountable for implementing, planning and delivering a data audit programme for providers, using a risk based methodology, in conjunction with colleagues from the Statistics and Analysis Directorate.
Undertaking reactive reviews of providers, in response to a change in provider risk rating or non-compliance with a provider's on-going conditions of registration or conditions of funding being identified.
Managing the relationship between Medr and external parties, including provider's own internal auditors to obtain assurances over the on-going conditions of registration and terms and conditions of funding.
Managing internal relationships, including supporting other teams in the drafting of audit guidance for outsourced auditors and/or provider's own auditors and liaising with outsourced auditors on behalf of these teams.
Collating and analysing providers internal audit reports to feed into our assurance processes, including the Annual Assurance Return and Provider Risk Assessment.
Undertaking thematic reviews of relevant audit topics and sharing learning with providers to drive improvements.
Producing audit reports and reporting findings via papers, attendance at internal groups and attendance at Committees.
Engaging with senior management across Medr, in accordance with the needs of the audit portfolio, to understand and deliver the assurance they need.

Translating policy and other business requirements into technical processes and outputs.

About your team
The Sustainability and Assurance Team comprises of one Head of team, three Senior Managers and one Officer.
In the area of sustainability, the team is responsible for the development and oversight of provider's compliance with the initial and on-going conditions of registration in the areas of financial sustainability and governance and management, including financial management. We oversee universities compliance with the Prevent Duty. The team co-ordinates the complaints against providers process.
In the area of assurance, the team is responsible for the provider risk process. This process ensures that Medr operates as a risk-based regulator; that the tertiary sector remains sustainable and establishes good mechanisms of communication and the adoption of a relationship management approach to work with providers and disseminate good practice.
