Job Description

Costain are to be appointed as Delivery Partner by National Highways (NH) for delivery of the A47 Wansford to Sutton Dualling scheme. Our scope of work includes completion of the Detailed Design, Preparation for Construction and then Construction and Handover of the scheme. We are due to mobilise for the design phase in Summer 2025 with a planned start of construction works in Spring/Summer 2026. We expect some advanced works to also be instructed from Autumn 2025 onwards


The scheme is part of a wider programme of improvements that NH are completing on the A47. This part of the programme includes the widening of 2.5km of the A47 from its junction with the A1 heading East towards Peterborough as well as works to the A1 to improve accesses to existing properties and to create a new slip road from the A1 southbound. There are also works to the local authority road network and to walking, cycling and horse riding routes to improve connectivity


The role of a Senior Quantity Surveyor is to manage all assigned commercial activities within the project environment. The Senior Quantity Surveyor will be involved with all aspects of the project lifecycle, seeking to minimise the costs of a project and enhance value for money whilst achieving the required standards and quality in accordance with contract and Customer's and/or Contract Leader expectations.


This role may work independently, managing a small commercial team or under the direction of and


report to a more senior commercial designation.


The Senior QS will be an integral part of the A47 delivery team and lead in the preparation of key subcontract tender packages during the procurement phase. This will typically involve:


Reviewing drawings and schedules received from the designer to ensure all information is contained therein. Measurement and quantification of construction drawings/schedules in line with the appropriate method of measurement. Preparation of supply chain enquiries, evaluations, recommendations and awards. The Senior QS will also be responsible for the contract management and cost value reporting of packages during the development phase and into the delivery phase. This will typically involve:


Preparation and assessment of subcontract and main contract applications (where required). Production of monthly cost reports and forecasts to feed into the monthly reporting cycle. Cost control Forecasting Risk/Opportunity management. Contributing to value engineering Ensure the wider team are aware of the commercial performance of the project and any issues that need to be mitigated. Identifying any issues to Senior management so they can be mitigated at the earliest opportunity.

Key Responsibilities:



Supporting robust commercial management procedures to support the project team with, + appropriate contract administration,
+ cost capture, control and monitoring of commercial performance,
+ monthly reporting,
+ maintenance of records, and
+ developing and maintaining appropriate design controls to support the desired business outcomes.
Administering commercial procedures and reporting to ensure compliance with company and contract requirements. Ensure appropriate commercial records are maintained in line with the contract requirements and oversee any contractual issues. Supporting commercial personnel responsible for the following activities: + Main Contract management and administration,
+ Supply chain management (including supply chain contract administration),
+ Document Control,
+ Cost capture and control (including completion of internal reporting),
+ Financial reporting and monitoring of commercial performance,
+ Planning & programme management.
Liaison and negotiation with the Client's commercial and / or project team. Supporting the necessary internal and external periodic valuations and reports are prepared and issued in line with deadlines. Assist in preparation of financial reports that are accurate and provide consistent, transparent, and reliable information. Support to the commercial team and develop the skills and competencies of the Quantity Surveyor. Work in accordance with project needs and company procedures. Provide commercial support to the Contract Leader and/or management team. Adaptable to the changing methodology of commercial management with the creation of new digital reporting requirements Able to lead by example and develop team's skills and experience

Knowledge, Skills, and Experience



Essential:



Post-graduate commercial experience in the construction industry with demonstrable track record of achievement Demonstrable financial and commercial acumen. Practical approach, logical thought process and a methodical way of working. Extensive experience of setting up and/or operating office management systems including filing systems and document control and distribution. Extensive experience of technical minute taking at contractual meetings and able to demonstrate the ability to collate information, prepare reports, payment certificates and interim financial reports and closeout reports. Extensive experience of drafting effective contractual correspondence and the facilitation of collaborative solutions Proven negotiating and team-working skills with the ability to motivate and lead a team Strong analytical skills Demonstrable legal, contractual and construction knowledge Confidence and ability to assert influence Will have understanding or experience of business systems, spreadsheet development, cost analysis, programme evaluation and development, compensation event and/or variations assessment and evaluation. Have experience or appreciation of the risk management process for both schedule and cost and the use of Earned Value Management. Have experience or appreciation of company policies, procedures & controls, operating office management systems including filing systems and document control and distribution, and assist in the drafting of contractual correspondence on behalf of the project and project manager.

Essential:



Holds an RICS / CICES accredited degree Full Membership of the RICS or CICES desirable, or enrolled on the approved training scheme for membership
