We have an exciting opportunity for a Senior Sourcing Manager (Grade 12) to join The Supply Chain Management team on a permanent basis.
Team Overview:
The Finance & Commercial department ensure Elexon drives cost efficiencies and that the company conducts its operations in a secure and controlled manner. The Finance team is responsible for both financial accounting and management reporting for Elexon.
The Supply Chain Management (SCM) team are accountable for procuring the goods and services required to deliver Elexon Products and wider services, as required by the business and negotiating contractual arrangements with third party suppliers delivering outsourced services.
They are also responsible for the ongoing management of relationships with all suppliers in order to support and optimise service and value for money delivery, and the commercial performance of those suppliers.
Job Purpose:
The Senior Procurement Manager will have direct responsibility for the execution of contractual arrangements and the commercial performance and management of our key service providers in our multi-vendor ecosystem whilst maintaining excellent relationships via efficient governance and controls.
The role will:
Serve as process owner and subject matter expert for Procurement and Supplier Management within the Flexibility team and work in a matrix approach to support that team
Develop and execute sourcing strategies for the Flexibility team service requirements
Have advanced knowledge of Elexon's key strategic contracts (worth over 10m per annum) and be the go to person for all contract, commercial and relationship enquiries within the Flexibility team.
Build and maintain strong cross functional relationships with business stakeholders at all levels of the organisation.
Responsible for owning the relationship with key strategic suppliers and ensure Executive (and Board if appropriate) are briefed on status of relationship as and when required.
Update processes and procedures to align to Agile ways of working, and ensure Contracts enable this delivery methodology
Act as a point of escalation for colleagues with regard to third party supplier's operational performance to faciliate resolution
Be proficient in financial management to manage and control costs
Manage the commercial performance of third party suppliers
Facilitate and drive collaboration between third party suppliers
Lead and/or participate in Sourcing Strategy decisions for those services/contracts the role is responsible for, ensuring compliance with the BSC and Elexon Policies and Procedures
Act as a delegate to the Head of SCM, as and when required
Support, mentor and coach junior members of the SCM team, as and when required
Key Responsibilities:
Support the Head of Supply Chain Management to deliver Elexon's Sourcing Strategy and departmental sourcing to ensure business outcomes are achieved
Optimising total value by liaising with stakeholders/budget holders to ensure goals and targets fully understood and facilitated by effective procurement delivery
Responsible for leading and running procurement activity following the agile procurement process
Partners with senior stakeholders to meet future business requirements and outcomes, and drive value and innovation within the relevant function
Actively manages and communicates contractual risk and recording and regularly monitoring all commercial risks related to supplier delivery
Support the Flexibility team in the development and ongoing manage of a multi-year budget ensuring outsourced costs are managed accurately
Ensures that the best contractual/commercial levers are being used to obtain the most favourable outcome for Elexon
Responsible for the development and delivery of individual supplier strategies aligned with the overall Elexon business and Sourcing Strategies and appropriate technology roadmaps and business plans
Work collaboratively with the SCM team to align to Agile ways of working, e.g. Governance and reporting, Contract Deal Principles, Standards for Exit Planning and testing, due diligence and market intelligence
Conduct research to gather market intelligence on supplier markets, strengths and weaknesses on both existing suppliers and to identify potential new suppliers and market trends and maintain supplier profiles
Be the subject matter expert for new or updated contracts ensuring key areas such as SLAs are negotiated as required by key stakeholders such as Service Owners / Product Owners / Service Managers
Work with Elexon stakeholders to understand and manage the demand pipeline for SCM support, aligned to business change requirements and timescales e.g. supplier selection and contract change requirements
Lead or support on the creation and delivery of all relevant business cases, papers, briefing notes and updates to various Elexon (internal and external) governance forums
Work closely with Legal, HR, Finance and Business stakeholders to ensure contracts are drafted in line with the agreed Deal Principles and the BSC. This includes drafting key contract artefacts e.g. Pricing and Services Schedules to reflect the business requirements and the relevant supplier proposal
Capabilities and competencies:
Critical:
Extensive experience in complex, high-spend sourcing in Technology and Professional Services, ideally including large-scale IT and/or business process outsourcing and the ongoing management of vendor relationships
Experience of delivering procurement activity within a Programme environment delivering new services externally
Proven experience of managing multi-vendor delivery models
Experience in IT and Professional services contracts and commercial models especially contracting for a multi-vendor ecosystem
Excellent stakeholder management and strong interpersonal skills with the ability to build relationships both internally and externally.
Experience of working with Executive and Board level teams
Proven experience in driving cost reduction and value for money in service agreements
Experience with Agile contracting for services and commercial models in a multi-vendor ecosystem.
Skilled Supplier negotiations and conflict management
Skilled in commercial and numerical analysis, including a detailed understanding of service cost models and total cost of ownership
Experience of preparing the supporting material for regular service performance reviews with service vendors monthly
Ability to develop appropriate relationships with, bidders, clients and suppliers
