About the Role:





The West London Alliance (WLA) is a public sector partnership between seven West London local authorities. Our team delivers initiatives in the sub-region, working across borough boundaries and focussing on the priority areas of economy and skills, employment support, mobility and transport, housing, health and digital. The Commissioning Alliance is the WLA's brand for services which extend beyond West London.



The WLA is seeking a motivated and driven Team Leader to manage our Setting the Standard (StS) team. This role is pivotal in maintaining and enforcing standards across London in temporary accommodation. Working with 30 boroughs, the service inspects and grades properties ensuring they meet the required standards to house vulnerable people and families.



The StS Team Leader will report into the Head of Service and will lead the operational delivery and management of the StS Inspection team. This role will ensure delivery of key performance targets and the effective delivery of the Setting the Standard service. This will be in a defined, specialist service area, namely:


Quality Assurance/Intervention Building relationships with Local Authorities Service performance and efficiency

The role will add value and capacity to the established and successful StS service and ensure that we are well placed for future development and growth. The role will ensure we continue to provide the best possible service to our borough members.


KEY ACCOUNTABILITIES:





The post-holder will have responsibility and accountability for the following:


Ensuring a robust and high-quality inspection service for all member boroughs Fostering and sustaining a strong performance culture throughout the team, Engaging with temporary accommodation providers on issues with specific inspection or properties. Effective and supportive management of all staff under supervision, ensuring inspectors have the appropriate ongoing training, skills and knowledge to carry out their roles to a high standard. To lead on and provide competent, technical and decision-making support to ensure that appropriate STS Guidelines are met, and Local Authority enforcement is followed up where required. Develop and foster strong relationships with Local Authority Environmental Health teams to ensure complex cases have the appropriate follow-up. Provide accurate performance data and write and/or present ad-hoc reports as required to the management team. Effectively review resources to ensure service delivery is optimised and key performance indicators are met. Conduct recruitment activity as required Liaise with the Service Development Manager regarding the potential to expand and develop the service and identify ways to work more efficiently and effectively

Reporting to the Head of Service, the ideal candidate will have extensive experience in inspection and enforcement services and experiencing of managing people. They will be adept at efficient service delivery and possess a proven track record in recruiting and developing staff through detailed induction processes.



Candidates should have a robust knowledge of private sector housing legislation and temporary accommodation, coupled with excellent organisational and communication skills. Proficiency in using Windows-based IT systems and Office 365 programmes is essential

In addition, candidates will require


A Degree or Diploma in Environmental Health (or equivalent relevant experience). An up to date HHSRS qualification from a recognised assessor.

This is a full-time post. Applicants are expected to work a 35-hour week, with scope for some flexibility. Secondments are welcome. This role is subject to Ealing Council's enhanced vetting process. The role is hybrid, with the post-holder expected to travel within Greater London as required.
