Specialist Intervention Practitioners (SIPs) work with stalking perpetrators and are part of the Specialist Intervention Service (SIS) within The Change Project (TCP) portfolio of services.
SIPs will hold a caseload, with a main focus on:
Contributing to a multi-agency response to safeguarding victim/survivors of stalking.
Maintaining effective working relationships with the Essex Stalking Intervention Panel (ESIP) representatives and other agencies managing risk and supporting victim(s)
Delivering high quality tailored behaviour change interventions to perpetrators referred by the Essex Stalking Intervention Panel, Essex Police, The Probation Service and/or subject to a Stalking Protection Order (SPO) with a condition to engage with SIS.
Assessing presenting needs of perpetrators.
Pro-actively securing service user engagement and influencing attitudinal change.
Making meaningful links and signposting to complementary services to reduce risk posed by clients engaged with the service.
Working with the Stalking Intervention Victim Coordinator (SIVC) within TCP, and Independent Stalking Advocacy Caseworkers (ISAC) within domestic abuse commissioned services in Southend, Essex and Thurrock to monitor risk and inform ongoing intervention.
In addition, SIPs will:
1. Establish and maintain excellent working relationships with statutory and community-based organisations working with individuals/families where stalking/domestic abuse is/may be a concern, attending organisational meetings as required.
2. Contribute to the Southend, Essex and Thurrock Domestic Abuse Board (SETDAB) Strategic Plan (2025-30) and achieving SIS success outcomes.
3. Represent TCP at local multi-agency/networking events.
Case management responsibilities
1. Comply with Safeguarding Children and Vulnerable Adults policies and procedures and information sharing policies.
2. Ensure that Service users and colleagues understand and comply with TCP's safeguarding framework.
3. Manage risk and contribute to the Stalking Intervention Service triage and review procedures.
4. Manage a complex caseload focusing on perpetrators of stalking/domestic abuse, including those posing high/very high risk, to provide (semi)structured motivational and behaviour change sessions.
5. Take timely and appropriate steps to protect where there is an imminent risk to another person.
6. Instigate SPO breach procedures as appropriate.
7. Signpost and support referrals to other services that contribute to reducing risk and or improving the wellbeing of SIS clients.
8. Ensure effective and safe personal practice and maintain awareness of vicarious trauma and boundaries.
9. Attend monthly supervision with the SIS Senior Practitioner.
10. Attend and contribute to fortnightly SIS clinical review meetings.
11. Attend clinical supervision.
SIP Recording and administration
1. Ensure that case files and records are accurate and complete and are kept and in compliance with the GDPR policies and procedures of TCP.
2. Enter all required information into TCP electronic case management system to enable tracking of service user change and risk management.
3. Comply with data protection and information sharing protocols that TCP has agreed to.
4. Adhere to policy and procedures in relation to health and safety in all aspects of work.
Direct work with service users
1. The welfare and safety of children and young people, and vulnerable adults is paramount. SIPs will take timely and appropriate action to safeguard vulnerable adults and children in every aspect of their work.
2. Maintain a proactive response to service users, continuously providing positive options for behaviour change through effective listening, communication and interpersonal skills.
3. Undertake assessment of risk, needs and attitudes to inform the individual service user's intervention delivery plan.
4. Deliver behaviour change interventions using a combination of motivational interviewing, relationship building, and therapeutic skills to engage service users and reduce risk to victim/survivors, including children.
5. Motivate and support service users to address the broad range of needs that may contribute to the risk they pose to others and/or act as barrier for them addressing that risk through referral pathways to relevant organisations.
6. Ensure that risk assessment and risk management procedures are fully embedded in all areas of work, and safeguarding/breach procedures are followed at all times.
7. Respect and value the diversity of the communities in which the service works in, providing a service that recognises the diverse needs of all service users and their families.
General responsibilities

Essential Skills:
A comprehensive understanding of domestic abuse and short and long term impacts on victims and their children.
Relevant experience of working with perpetrators of domestic abuse to change their behaviour.
Excellent relationship management with regard to multi-agency work that incorporates sensitivity, responsiveness and attention to the promotion of congruent and effective partnership working.
Excellent conflict and crisis management skills.
Excellent time management skills with the ability to work under pressure, and manage a complex and demanding workload.
Ability to deal with stressful and difficult situations.
Proficient IT skills, including use of Microsoft Office and Microsoft Teams or other video-calling platforms.
Reflection and self-awareness.
Desirable Skills:
Hold a relevant degree, a vocational qualification or equivalent experience.
Experience of working with offenders/offenders and/or victim/survivors. Ideally, experience of delivering behaviour change programmes/interventions.
Networking skills and the ability to develop strong working relationships with other agencies.
Knowledge of local support agencies/groups for issues such as mental health, substance misuse.
Attributes:

Person Specification
Essential Experience
Hold a full driving license, have access to a car and be able to travel as required.
Applicants will be required to undergo an enhanced criminal record check before employment starts.
A minimum of
3 years' experience
of working within the Domestic Abuse/Criminal Justice Service sector.
A minimum of
2 years' experience
of working with perpetrators posing a high/very high risk towards others, including intimate partners, ex-intimate partners, family members, vulnerable adults.
Excellent written and verbal communication skills.
Ability to work independently, manage own time and complete tasks as required.
Desirable Experience
Direct work with service users within a mental health and/or substance misuse setting.
Experience of delivering structured interventions to perpetrators of interpersonal abuse/violence.
DASH (Domestic Abuse Stalking and Harassment) trained.
SARA (Spousal Assault Risk Assessment) trained.
Experience of working with clients with complex needs.
Working with vulnerable young people and/or female service users with complex needs.
Knowledge and Understanding
The post-holder will:
Have an excellent understanding of stalking and domestic abuse, including the impact on victim/survivors, including children.
Have a good knowledge of effective ways of working/engaging with complex perpetrators using both (semi)structured and responsive approaches.
Understand the purpose and use of domestic abuse risk assessment tools - e.g. DASH, SASH, SARA.
Have an understanding of public protection arrangements, the provision of policing, safeguarding children and vulnerable adults, health and social care, housing support and of multi-agency/partnership working.
Demonstrate theoretical and procedural knowledge of other services involved in the multi-agency response to stalking and domestic abuse.
Understand multi-agency partnerships in relation to domestic abuse/stalking.
Have an understanding of the MARAC process at an operational level.
Understand the Safeguarding Children and Vulnerable Adults system.
Skills:
