Job summary




As

Strategic Finance Director

, you will provide strategic leadership for all aspects of financial management and planning across the Home Office. Reporting to the Director General, Chief Operating Officer, you will be responsible for ensuring that we deliver value for money and robust stewardship of public funds.


You will lead financial strategy, fiscal events, and engagement with HM Treasury, ensuring the department's financial plans are aligned with government priorities.


As

Finance Director, Business Partnering

you will act as the primary finance liaison for business units, supporting and challenging financial management across the organisation and driving value creation.


You will champion a high-performing finance function, fostering a culture of insight, challenge, and continuous improvement.


These posts both offer a unique opportunity to make a significant impact, helping to deliver the Home Office's vital mission and ensuring that public funds are used efficiently, transparently, and to maximum effect. Both roles will work closely with the Finance Director responsible for finance operations, ensuring seamless collaboration across strategic and operational finance to deliver robust stewardship and effective financial management throughout the department.


Job description



Key responsibilities include:



Both Job Holders will be expected to:

Oversee financial planning, analysis, and reporting, providing high-quality insight and challenge to support evidence-based decision making. Ensure robust financial controls, compliance with Managing Public Money, and effective risk management. Build and lead a high-performing, inclusive finance team, promoting professional development and a collaborative culture.

In addition, each role will have the following responsibilities:

Strategic Finance Director



Act as principal financial advisor to Ministers, the Principal Accounting Officer (Permanent Secretary), Executive Committee and senior leaders on all strategic financial matters, including resource allocation. Lead the development and delivery of the Home Office's financial strategy, ensuring alignment with departmental and government priorities. Lead engagement with HM Treasury and represent the department at cross-government finance forums.

Finance Director, Business Partnering



Act as the primary finance liaison for Directors-General and business units across the organisation. Lead the Finance function's business partner model, fostering strong relationships with internal and external stakeholders within a complex, politically sensitive environment. Drive continuous improvement in financial processes, systems, and business partnering, maximising the impact of finance across the department.

Person specification



Essential Criteria




The successful candidate for each role will need to demonstrate their knowledge, experience, capability and behavioural approach to a high standard against the following key criteria:


Full CCAB, CIMA, or equivalent professional accountancy qualification. Substantial senior financial leadership experience in a large, complex, and customer-focused organisation. Proven ability to lead, motivate, and develop diverse teams, driving high performance and continuous improvement. Strong track record of strategic financial planning, analysis, and business partnering at executive level, with the ability to influence senior stakeholders. Excellent communication and stakeholder management skills, with experience operating in politically sensitive environments. Commitment to upholding public sector values, promoting inclusion, and delivering value for money.
