Job description
This role is pivotal in driving positive changes, unlocking investment and grant allocations, while supporting business functions. You will collaborate with key stakeholders and external partners to deliver the Council's Traffic and Transportation Service and work closely with the Greater area of the Mayoral Combined Authority to secure investment for North East area.
Main Responsibilities:

  • Lead a multi-disciplinary group of staff to deliver functions in street works, traffic and road safety, and transport.
  • Champion a safety-first approach for all staff and work sites.
  • Provide leadership and support to ensure a community-based approach to the delivery of the traffic and transport service, improving elected member and community satisfaction.
  • Respond to and report on complex traffic and transport issues, providing expert advice within budgetary, best practice, and legislative constraints.
  • Focus on all traffic and transport activities locally, identifying, prioritising, and commissioning delivery to ensure contract compliance, quality, and value for money.
  • Develop strategic relationships with a wide range of partners, working collaboratively to deliver desired outcomes.
  • Maximise business opportunities through convincing business cases, showing value for money and efficiency savings, and supporting teams to deliver.
  • Develop and deliver innovative solutions to address the net zero aspiration, including strategies for decarbonisation and sustainable transport.
  • Collaborate with the Greater area of the Mayoral Combined Authority to maximise the relationship and the area's opportunities.
  • Identify, scope out, critically evaluate, influence, and develop external funding opportunities and innovative ways of working in line with national laws, policies, and practices.
  • Undertake additional duties as required at this level.
Key Requirements:
  • Experience in traffic and transport services within the highways sector.
  • Strong leadership and team management skills to direct multidisciplinary teams.
  • Ability to champion safety-first approaches in work environments.
  • Proficiency in addressing complex traffic and transport issues while adhering to best practices, budgetary and legislative constraints.
  • Strong skills in community-based service delivery and enhancing community satisfaction.
  • Experience in developing strategic relationships with key stakeholders.
  • Expertise in creating business cases focused on value for money and efficiency.
  • Understanding of decarbonisation strategies and sustainable transport initiatives.
  • Skills in identifying and securing external funding opportunities.
