We are seeking a dynamic Strategic Pursuits Manager to formalize and lead our proposal development function. This role blends the precision of project management with the finesse of high-stakes proposal development. This role is responsible for driving the proposal lifecycle for high-value, complex opportunities--ensuring a consistent, high-quality, and compliant response process. With a background in capture management, the ideal candidate brings a strategic mindset, strong organizational skills, and experience navigating complex stakeholder environments across North America and the UK.

You will oversee the work of a Proposal Manager, coordinate with graphic design and desktop publishing support, and serve as a key partner in aligning proposal execution with deal strategy and sales governance. This is a highly visible and hands-on role that plays a critical part in how we position ourselves to win.

Key ResponsibilitiesOwn and manage the end-to-end proposal process for key RFPs, RFIs, and unsolicited proposals, primarily through the team but with occasional need to serve as a proposal manager during high-volume sales cycles.
Develop and implement tools, templates, and best practices to streamline and elevate proposal delivery.
Ensure proposals align with win strategies, client requirements, and internal governance standards.
Provide day-to-day guidance to the Proposal Manager and ensure high-quality output.
Coordinate effectively with internal stakeholders including sales, solutioning, delivery, legal, and finance.
Work closely with graphic design and desktop publishing teams to ensure proposals are visually compelling and brand-aligned.
Collaborate with capture leads to understand client needs and inform proposal positioning.
Support pre-RFP activities including solution workshops, content planning, and strategic messaging development.
Lead efforts to distill and document win themes, differentiators, and compliance matrices.
Implement and maintain review cadences (e.g., pink team, red team, pricing reviews).
Manage approval workflows, deadlines, and stakeholder contributions using Monday.com (or similar).
Monitor the proposal pipeline to ensure effective resource planning and workload balance.
Analyze outcomes and facilitate lessons-learned sessions to improve future performance.
Maintain a knowledge base of reusable content, graphics, and templates.
Identify opportunities to enhance efficiency, quality, and impact across the proposal function.
Work with Opportunity Leader to ensure win/loss debriefs are completed and captured -- and leverage lessons learned to inform future pursuits.
Coach and mentor marketing specialists and senior marketing specialists across regions in proposal management and production.
Support competitive intelligence strategy development and execution, including facilitating public records requests.
Qualifications7+ years of experience in proposal management, capture management, or similar roles supporting complex, high-value sales cycles.
Demonstrated ability to lead cross-functional proposal efforts in fast-paced, deadline-driven environments.
Experience in complex government (preferably municipal) contracting environments.
Experience working on opportunities across North America and the UK, with the flexibility to manage time-sensitive activities across time zones.
Strong understanding of deal strategy, competitive positioning, and RFP compliance requirements.
Proficiency in collaboration platforms--Monday.com experience strongly preferred.
Excellent written, verbal, and interpersonal communication skills.
Strong project management skills with a keen eye for detail and process discipline.

Note: This role supports opportunities across North America and the UK, requiring flexibility with working hours to accommodate cross-regional reviews and submission schedules. Familiarity with Monday.com as a proposal collaboration tool is preferred. Some travel (up to 25%) may be required.
