Lead, drive, and govern Technical Assurance (TA) and Quality Assurance (QA) for all FRC works at WRP, ensuring right-first-time delivery, progressive assurance, and a contractually compliant handover. You will be the primary point of contact for TA/QA within the WRP delivery team - owning handover package strategy and execution, managing EMT workflow, producing and progressing pre & post-pour checksheets, cover meter survey & reporting, snag management, and system safety evidence (SafetiBase) - with clear, frequent reporting to the wider delivery, design, and client teams.
Key Responsibilities
Technical & Quality Assurance Leadership for FRC
Own and drive TA/QA for all WRP FRC scopes (including production and management of all forms of QA checksheets, cover meter surveys, snags and handover packages, including DC&V reports).
Ensure compliance with project standards, specifications, method statements, ITPs, and client technical requirements.
Work with the Construction Manager and Agents and define DC&V strategies per work package; plan evidence capture and acceptance criteria early with delivery.
Coach site teams on progressive assurance, hold-point compliance, and evidence quality.
2) Handover Strategy & CNP / AssetWise Ownership
Decide the number and structure of handover packs per work package/asset boundary and align with the CNP structure on AssetWise.
Obtain/issue document numbers for all handover packs and sub-pack elements.
Ensure all handover documentation is correctly linked to the CNP on AssetWise with correct metadata, version control, and status.
Maintain a Handover Pack Index (HPX) covering pack list, document IDs, revision status, responsible owners, EMT status, and acceptance status.
Develop, implement, and progressively update pre-pour and post-pour checksheets for each structural element (walls, slabs, roofs, etc.).
Coordinate approvals of checksheets through Zutec.
Ensure checksheets are digital-first, signable, and consistently used; monitor compliance and take action on misses.
Link completed checksheets to related pour numbers, cube batches, delivery tickets, and cover meter results.
Responsible for inputting required data for all checksheets alongside the site and section engineers.
Responsible for creation of new checksheets for upcoming work packages and for new ITPs, using the Zutec system.
4) QA Packs & EMT Workflow
Manage the progression of QA packs through EMT from compilation to acceptance - define the workflow, statuses, and expected cycle times.
Manage EMT submissions, reviewer assignment, comments resolution cycles, and closure.
Provide weekly EMT dashboards: number of packs in each stage, average cycle time, right-first-time %, overdue reviews, blockers, and predicted completion, etc.
Drive right-first-time documentation quality (legibility, completeness, traceability, correct signatories, alignment to ITP hold points).
5) Cover Meter Surveys & Reporting
Lead cover meter programme - review our specification and based on that define survey frequency, sampling strategy, and test points per element and pour.
Manage resources for cover meter surveys, ensuring calibration, training, and availability.
Produce cover meter reports with locations (chainage/grid/element/bar sizes/nominal cover), readings, acceptance criteria, and review deviations/non-conformances.
Ensure reports are signed off via EMT and integrated into QA packs and the CNP in AssetWise.
Maintain a non-conformity tracker for cover deviations and plan the close out of corrective actions.
6) Information Management: TIDPs
Produce and maintain Task Information Delivery Plans (TIDPs) for all TA/QA deliverables related to FRC.
Keep live TIDPs updated (document owners, planned/actual dates, acceptance route, CDE location, review pathway).
Coordinate with teams to align information delivery with progressive assurance and handover dates.
Review the VAP to ensure all documentation to be reviewed by the client is submitted for their review on EMT, and the delivery team are aware of any documents requiring client review.
Updating the VVM and Undertaking and Assurance Register (U&As) with evidence as work is completed working with U&A coordination manager.
Develop and manage (with assistance from the Planner) an Aphex plan for post construction assurance, which will help feed the project programme.
7) Snagging & Defect Management
Own the snag list for FRC works--proactively raise snags (safety, quality, documentation, access, finishes) and drive closeout.
Classify snags (critical, major, minor), assign owners, target dates, and evidence requirements, in collaboration with the quality team.
Provide weekly snag reports with trend analysis and forecast to zero-defect status at handover.
Ensure NCRs are captured, managed to closure, and integrated into the final handover evidence.
8) System Safety, SafetiBase & Residual Risk Management
Manage the system safety process for WRP FRC scope; curate documented evidence in the system safety register.
Manage SafetiBase entries: keep hazards current, controls verified, and residual risks communicated to the delivery team with clear ownership.
9) Configuration & Technical Change Management
Ensure as-built changes are captured and reflected in redlines, drawings, and data models.
Guarantee the correct revision/version is used for pour execution and evidence gathering.
10) Reporting, Dashboards & Stakeholder Communication
Be the single point of contact for TA/QA queries on WRP FRC--provide clear weekly updates on each pack's status.
Prepare board-ready dashboards (EMT status, handover forecast, risks, cover meter compliance, snag performance, SafetyBase residual risk status).
11) Governance, Audit & Continuous Improvement
Prepare for/host internal and client audits; close findings quickly with robust evidence.
Run root-cause analysis on recurring issues (e.g., cover deviations, missing signatures, late reviews).
12) Environment & Sustainability Compliance
Embed project environmental and sustainability requirements into checksheets, evidence, and handover packs (e.g., waste tickets, low-carbon concrete evidence where applicable).
Person Specification
Proven experience in Technical Assurance and/or Quality Assurance within civil engineering (major infrastructure; FRC-heavy scope preferred).
Strong working knowledge of CDEs and EMT-style workflows (e.g., AssetWise, ProjectWise, EMT or equivalent).
Hands-on experience with pre-/post-pour assurance, ITPs/WIRs, test & inspection evidence, as-built management, NCR/CAR closeout.
Comfortable leading handover packs, structuring CNPs, and managing progressive assurance.
Competent with cover meter surveys (planning, execution oversight) and reporting.
Experience producing and maintaining TIDPs and aligning with project information management requirements.
Familiar with system safety concepts and SafetyBase (or similar risk management tool) and able to document residual risks.
Excellent organisational, communication, and stakeholder management skills; able to brief teams and drive accountability.
High attention to detail; strong documentation and traceability mindset.
Proficient in Excel (tracking, dashboards), Bluebeam/Adobe (mark-up), and SharePoint/Teams collaboration.
Desirable
Experience on rail or regulated infrastructure projects.
Exposure to ISO 9001, ISO 19650 (information management), Eurocode 2 practices, and client-specific technical standards.
CSCS (relevant category), SMSTS.
