Purpose of the job :-

To support and deputise for the Property & Development Manager in delivering the objectives of the Strategic Asset Management Plan. To provide professional Landlord and Tenant advice and support in respect of the management of the Councils land and property assets and general asset management, development and valuation services.



The role will involve working with a range of internal and external people in the property sector including for example other service providers, tenants, members, senior leaders and the public. To manage a team of professional asset management surveyors.



Main areas of responsibility : -

To deliver and monitor the objectives of the Councils Strategic Asset Management Plan.



To manage operational, non-operational and investments assets in a professional and commercially enterprising manner.



Line management and coaching responsibility for the team of professional property management surveyors and business centre managers.



To deputise as required for the Property & Development Manager at a range of meetings and events. Providing assistance and support accross the department and Council.



Be responsible for the delivery of a case load of Landlord and Tenant work and general transactional and property consultancy projects.



To ensure the positive promotion and fostering of good Landlord and Tenant relations.



To play a leading role as a senior professional within the Growth and Development Department with the intension of providing an effective and efficient service to external agencies, private developers, businesses and the wider public community.



To carry out inspections, assist in the preparation of valuations (in accordance with the RICS Red Book) and negotiations including but not limited to disposals, acquisitions, lease renewals, rent reviews, new lettings, assignments and sub lettings.



The identification and bringing forward of asset rationalisation and improvement opportunities to bring efficiency and revenue/capital growth to the asset base.



To prepare evidence to be presented to the Lands Tribunal, County Court and Public Enquires.



Support and contribute to the achievement and maintenance of the Department and Corporate Key Performance Indicators.



Produce reports to various Lead Members of the Council and Exec Board as required. Attendance at briefings and meetings of the Council as required and with other Directorates and outside bodies.



Undertake additional duties which are reasonably commensurate with the level of the post.



Knowledge, Skills and abilities



It is essential to have the following : -



Degree qualification in a property related subject plus demonstratable knowledge and post qualification experience in asset management. MRICS Chartered Surveying Membership level must also be achieved by way of the RICS pathway. MRICS Registered Valuer. Experience across areas of responsibility with demonstrable experience in relevant disciplines. Management experience desirable. Understanding the relevant legislation and the RICS Appraisal and Valuation Methods. Experience at working to tight deadlines. A detailed understanding of public and private sector property service requirements. Significant level of commercial awareness. Excellent IT knowledge with property management systems and valuation software packages. Highly developed personal skills and ability to communicate effectively both in written and verbal skills. Able to demonstrate coaching in the line management process.
