Person Specification
Strong knowledge of temporary staffing and agency worker regulations, including AWR, IR35, and employment rights.
Experience in local government recruitment, with an understanding of public sector frameworks, funding pressures, and workforce dynamics.
Proven ability in vendor and managed service provider (MSP) management, building effective partnerships, and managing SLAs and KPIs.
Demonstrated cost and contract management skills, with a track record of reducing off-contract spend and driving commercial value.
Experience in developing and executing conversion strategies to transition agency staff to permanent hires.
Strong stakeholder engagement skills, with the ability to work collaboratively with internal stakeholders across multiple departments.
High compliance and risk awareness, ensuring all hiring practices meet legal, regulatory, and internal policy standards.
Analytical and reporting skills to monitor workforce data, spend, and recruitment metrics for informed decision-making.
