The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as a Technical Business Analyst in our Supervision (Insurance) Department. Reporting to a Director, the Technical Business Analyst will be responsible for designing, developing and maintaining digital tools that support the Authority's supervisory functions. This position is suitable either for a professional developer interested in gaining knowledge about insurance supervision and regulatory frameworks, while excelling in a solution-oriented, execution-focused environment or a citizen developer with experience in using Microsoft Power Platform to describe functionality in business terms, evaluate current supervisory workflows, lead the modelling and continuous engineering of supervisory processes and develop and implement Supervisory Technology (SupTech). The post holder will provide technical delivery, process optimisation, and hands-on development, as well as strategic leadership and visionary planning.

This is a key role for the Authority and the post holder will be responsible, but not limited to:



Gathering, defining and analysing business requirements by working closely with end users and stakeholders and participating in day-to-day activities to understand needs and operational pain points and identify opportunities for system improvements Preparing detailed project documentation, including business requirements, use cases, process flows, user acceptance testing (UAT) plans, future state proposals and scope matrices to support solution design and delivery Acting as a bridge between business teams and technical teams, facilitating clear communication of requirements and ensuring that solutions are aligned with business objectives Developing and communicating system controls, protocols and user guidance to promote adoption and ensure operational consistency across teams Supporting the ongoing maintenance, testing and enhancement of systems by identifying issues, recommending improvements and performing validation activities to ensure system reliability and performance Building and maintaining applications using Microsoft Power Platform (Power Apps, Power Automate, Power Pages) to support supervisory workflows Developing and maintaining SharePoint-based solutions for document management, collaboration and workflow automation Implementing data connectors and application programming interfaces (APIs) to integrate supervisory tools with internal systems and external data sources Applying DevOps practices including version control, automated testing and citizen pipelines using tools such as GitHub and Azure DevOps Leveraging Artificial Intelligence (AI) tools and capabilities, including Microsoft AI Builder, Azure AI services and generative AI models, to enhance automation, improve decision-making and streamline supervisory processes Modelling and documenting existing supervisory processes using Business Process Model and Notation or similar standards Identifying inefficiencies, redundancies and manual steps that can be streamlined through automation or digital tooling Translating business requirements into technical specifications and implementing them with minimal supervision Designing and implementing data models and dashboards to support supervisory analytics and reporting Ensuring data integrity, consistency and security across all developed tools Supporting the development of SupTech capabilities by enabling structured data capture and real-time monitoring Troubleshooting and resolving issues in deployed applications and workflows Maintaining documentation for all developed tools, including user guides, technical specifications and change logs Providing technical support to end-users and responding to feedback for continuous improvement Working closely with supervision teams, development teams and data analysts to ensure alignment between business needs and technical solutions Participating in peer code reviews and contributing to shared repositories and component libraries Delivering training sessions and walkthroughs for non-technical users to ensure the adoption of developed tools Performing other related work and special projects as assigned by management in accordance with competencies normally associated with the post

This position requires a proven technical and business background; therefore, the post holder must have:



A master's degree or equivalent qualification in finance, actuarial science, computer science, information systems engineering or a related technical field from a recognised institution or professional body A minimum of seven (7) years relevant experience, of which at least three (3) years should be at a senior level in software development, automation or process engineering Demonstrated experience with Microsoft Power Platform, SharePoint and scripting languages (i.e., PowerShell, JavaScript) and familiarity with DevOps practices and tools such as Git, GitHub Actions or Azure DevOps Demonstrated experience in designing, building and deploying solutions using low-code/no-code tools such as Microsoft Power Platform (i.e., Power Apps, Power Automate, Power Pages), SharePoint, etc. Demonstrated ability to analyse complex technical or commercial issues in financial entities and apply insights to improve operational efficiency Experience working closely with subject matter experts to co-create solutions that preserve institutional knowledge and improve operational efficiency A strong interest in business process improvement and a track record of using digital tools to solve real-world supervisory or regulatory challenges Proven ability to translate supervisory or business domain knowledge into functional digital tools, especially through collaboration with professional developers to deliver secure, scalable and customised applications Hands-on experience using domain expertise to automate workflows, build dashboards and transform critical spreadsheets into governed, enterprise-grade applications
