Job Summary:



The Technical Compliance Engineer - is a support role at Cleaner Group, designed to ensure safety, compliance and excellence throughout the full portfolio of projects.

This role is the technical authority within the Compliance team and reports to the Head of Compliance. The Compliance function at Cleaner Group is delivered by an autonomous department reporting to the CEO.

Key Responsibilities:

Verify compliance against statutory regulation (NERS, EAWR, CDM, HSWA, PUWER), DNO/ICP technical standards, manufacturer specifications, and internal company procedures. Audit high-risk work categories (HV, EHV, LV installation, excavations, BESS, EV charging, underground cable installation) for technical correctness - not just paperwork presence. Validate that design intent - installation - test/commissioning - handover maintains full traceability and conformity. Sample physical works on site to confirm that controls are implemented (not assumed / not "RAMS only"). Detect non-conformance, classify severity, root-cause analyse and track through to closure. Challenge "acceptable norm" culture when it deviates from legal or engineering standard. Audit competence: check that persons carrying out works hold relevant authorisations, training, and competency evidence for the task level. Review inspection & test data for validity, calibration, authenticity and tamper risk - not just existence. Evaluate change control - design revisions, material substitutions, field fixes - ensuring they remain compliant. Report impartially and independently to senior management / board level - not operational line - to avoid bias. Inspect and test installations as NICEIC QS if required. Maintain rigorous audit records evidentially capable of standing up in external regulatory investigation / litigation.
Skills & Experience Required:

Resilience, adaptability, and comfort working in a dynamic, evolving environment. Experience working and managing under NERS up to 132kVA Deep technical domain competence, not just theoretical.
Actual hands-on understanding of the engineering they're auditing.
e.g. HV/LV, civils, earthing, switchgear, cable installation, commissioning.

High level regulatory literacy
EAWR, CDM, HSWA, ISO standards, DNO technical rules, ENA docs, BS 7671 etc. Must be fluent in legal duty - engineering practice translation.

Experience working as a NICEIC QS Proven experience conducting root cause analysis
Not just spotting nonconformity. Must be able to break down failure mode - cause - systemic cause - prevention.

Evidence based critical thinking/scepticism. Able to challenge assumptions, challenge "we've always done it this way", and withstand pushback from senior engineers and managers. Strong reporting and written justification skills. Experience interfacing with both field and board level. Must be able to speak to site operatives in practical engineering terms AND present findings to directors without being politically influenced.
