The Revenues and Benefits Service at Manchester City Council plays a vital role in supporting residents through fair, accurate, and timely administration of Council Tax and Housing Benefit. Make an Impact in Our Service
If you're successful, you'll join a team of dedicated professionals driving high standards of service delivery across the Revenues and Benefits Unit. As a Technical Officer, you'll provide expert support to the Team Manager and wider team, helping to manage complex caseloads, interpret legislation, and ensure compliance with statutory requirements.
Your responsibilities will include monitoring the quality of outputs, coaching colleagues, and contributing to the continuous improvement of our service. You'll also work collaboratively across the Council, offering specialist advice and insight that supports wider organisational goals. This role is key to maintaining operational resilience, improving customer outcomes, and ensuring Manchester City Council continues to deliver services that are fair, efficient, and accessible to all.

About the Candidate
Essential Requirements for the Role
To be successful in this role, you must have:

• A strong understanding of relevant legislation, policy, and procedures relating to Revenues and Benefits, with the ability to interpret and apply these effectively.
• Experience in analysing and interpreting management information to inform service improvements.
• Proven ability to monitor and evaluate the quality of outputs and contribute to performance targets.
• Excellent communication skills, with the ability to provide specialist advice and guidance to colleagues and stakeholders.
• Strong IT skills, including proficiency in Microsoft Office applications (particularly Excel and Outlook), and experience using relevant systems within a transactional back office environment.
• A commitment to personal development and service improvement.
• The ability to work collaboratively across teams and departments to support wider organisational objectives.

Desirable Requirements That Would Be Useful in This Role
While not essential, the following experience would be beneficial:

• Previous experience working within a Revenues and Benefits service or similar public sector environment.
• Familiarity with Academy (Capita), NEC Document management system or other Revenues and Benefits systems.
• Experience of coaching or mentoring colleagues in technical areas.
• Knowledge of best practice in service delivery and performance monitoring.
• Experience of working with third-party organisations or external stakeholders.
