Purpose of the Role






The Technical Services will be responsible for, and required to manage to a high standard, St James Quarter technical services, retail delivery and building projects to include implementing works identified in the Planned Preventative Maintenance report.


For technical services the priority will be to identify, plan and implement cost effective improvement strategies, ensuring St James Quarter, is maintained and operates as effectively as possible to allow occupiers to operate efficiently, whilst protecting the asset and meeting all statutory and environmental requirements.


In addition, the Technical Services Manager will cover all aspects of retail delivery, co-ordinating new and existing occupiers' shop-fit works to ensure the St James Quarter, benefits from retailers' most recent shop fits whilst meeting all statutory and operational requirements.


The role also includes the project management of large scale mechanical and electrical, fabric and planned preventative maintenance projects ensuring that the day-to-day operations not impacted.


The Technical Services Manager will also assist and support in the delivery of centre ESG projects and initiatives aligned to the St James Quarter ESG strategy.

Be responsible for identifying and delivering commercially and operationally realistic, best practice, technical and operational solutions to site specific issues. The role will involve the design, delivery & implementation of site-specific improvement strategies in recognition of change management.


The Technical Services will also work very closely with the Estates and Operations Director in setting the maintenance strategy ensuring focus on the customer delivering a world class experience through the teams.

To work alongside specialist M&E and fabric contractors in identifying & delivering commercially & operationally realistic, best practice, technical & operational solutions to site specific issues. Areas covered may include statutory compliance, risk management, resource & capital management To design, deliver, implement, maintain & evaluate, site improvement strategies to achieve optimum efficiency Work across St James Quarter and with internal & external teams to deliver policies, projects & change management initiatives, ensuring compliance with all company & legislative requirements Set, manage and report on all aspects of the Technical Services budgets in line with RICS codes and internal policies and procedures in relation to service charge and NR Establish, implement, document and maintain site specific operating procedures and systems. Maintaining accurate records of technical installations and maintenance activities always. Ensure all planned and reactive works are delivered effectively and efficiently Ensure that performance standards are clear and explicitly delivered by all team members and by 3rd party contractors ensuring professional standards are maintained Contribute in the delivery of our vision, values, aims and objectives, ensuring that consistent best practice is adopted Contract Management - organise and attend monthly meetings with associated service partners. Monitor performance and interpret the correct functioning of technical services. Carry out random checks of critical plant operation and report via the correct platform and escalate where required Review Contractors reports, proposals and KPI's. Undertake regular audits and inspections of all plant, related areas and equipment to ensure they are maintained, and statutory compliance is being completed within business and client expectations, ensuring all and any risks are managed in accordance with the requirements of our client and occupiers. Review Planned Maintenance and reactive maintenance to ensure the risk to the building and occupiers' critical infrastructure is managed within acceptable limits maintaining the resilience at all times. To co-ordinate & facilitate shop-fits, Landlord's projects and shell schemes, as required, you will be expected to have oversight of the landlord's project managers & consultants on all aspects of retail delivery Review and maintain all tenant shop-fit/design information whilst ensuring alignment to site sustainability aspirations Arrange design meetings and attend pre-start meetings with tenants and contractor and attend witness test at end of each project To attend and be part of the centre's ESG board/committee and to update accordingly To manage the 10-year Life Cycle Management strategy To manage the procurement/tender, delivery and contract process for all project works To manage/monitor all project expenditure and budgets supported by the centre's Business Support Team To oversee and manage all Planned Preventative Maintenance works from strategy to delivery/snagging, whilst ensuring all works are coordinated and delivered according to specification The role will also include the project management of centre capital expenditure and general maintenance projects To undertake Duty Manager as required Any other duties as appropriate

Skills, Knowledge and Experience



Person specification: A complex role the Technical Services Manager should be able to take charge of and self-manage projects. Mixing a pragmatic and detailed approach balanced with creativity and innovation. Along with the ability to maintain excellent and productive relationships with all parties, client, occupiers, property management team, contractors and sub-contractors. Good strategic vision and a strong commitment to customer service is required. In addition candidates should demonstrate the following:

Good understanding of property management Proven experience in the management of maintenance contracts and supervision of contractors Excellent report writing and communications skills are required and the ability to liaise professionally with clients and colleagues. Excellent knowledge of current legislation to include statutory compliance, Health and Safety and Environmental legislation Experience of managing a planned preventative management program, competitive tendering and ensuring value for money Experience and knowledge of CAFM and Permit to Works systems Knowledge of managing budgets and compiling reports and ensuring Ability to review data and utilise to enable the best outcomes Knowledge of processes such as the tender process, mobilisation and contractor management including KPIs To play a key role in providing technical advice and guidance to the Asset Management and Property Management team, based on strong knowledge and experience within the industry. Direct management and work collaboratively with M&E contractor and engineers to continuously improve technical knowledge and competencies. Sharing knowledge is key in enabling the on-site team and service partners to provide the very best solutions.
