The Role
The role of the Technical Strategy Portfolio Manager is to set the regulatory strategy and develop the regulatory framework for new aviation technologies. They lead and manage a diverse range of projects and programmes that includes technical experts from the Technical Strategy Team, others in the CAA and links to government and industry.
Currently the role leads the CAA's Advanced Air Mobility (AAM) programme and overseas the Hydrogen programme - both key areas for the CAA and the UK.
Core Accountabilities
Leading the Technical Strategy Portfolio Team to develop the regulatory framework and approach for major new aviation technologies
Working with industry and government to determine a strategy and approach to each new technology and then supporting a technical team to deliver that vision.
Leading key programmes of work - currently AAM programme and oversight of Hydrogen.
These will change as work moves through the development cycle.
Managing and support a team of technical experts who are responsible for projects
Working with others across CAA to build multi-disciplinary teams to resource the projects.
Ensuring all members of the Technical Strategy Portfolio team are resourced on projects and have clarity on their responsibilities.
Supporting the leads of projects to ensure issues are resolved if possible and escalated if not and that projects deliver their objectives.
Inputting to the Technical Strategy Board to inform the prioritization and resourcing decisions.
Working with industry to understand their requirements and timescales and communicate CAA and Future of Flight plans and progress.
About You
Minimum essential requirements for the role: Ability to lead and manage diverse technical experts in an ambiguous environment.
Breadth of experience in future of flight sector.
Proven track record of delivering complex projects and programmes
Experience of setting strategic direction and a vision and then supporting technical experts to realise that vision.
Ability to work effectively with a wide group of stakeholders including CAA, government and industry.
Excellent communication skills with the ability to take complex subjects and distil them into clear direction, objectives and projects.
Skilled coach and mentor, able to seek out information to inform the project and support the generation of new ideas.
Critical mindset with the ability to challenge industry and colleagues.
Degree level education or equivalent industry experience
Desirable skills for the role: Experience in RPAS, eVTOL and sustainable aviation preferred.
Experience of matrix management an advantage.
Additional Information
For many appointments within the CAA, these roles require access to operationally sensitive infrastructure and/or Nationally Protected information. For these roles the post holders must undergo National Security Vetting and achieve the appropriate level of clearance.

To be vetted we will usually expect a reasonable period of residency in the UK so that meaningful checks can be undertaken. For this role this will need to be 3 years.

Relocation & Property
The CAA will be relocating from Aviation House (Our Gatwick Office) to new premises in a few years' time. Our move is driven by strategic, operational and environmental considerations.
We will be moving to a new local home, up to a 15-mile radius of Aviation House, to minimise disruption for our valued colleagues and customers.
We are now working with colleagues and visitors to understand what we need in our new office, before we start our property search. We will sell Aviation House and land, vacate the site and move to new premises, but we do not expect to move before 2028
