The Tender Design Manager leads the engineering design activities in the preparation of tenders for high-value turnkey plant

Job Role



Processing of customer's technical requirements from receipt, through assessment and review, to bid submission and contract award. Planning and managing engineering activities to meet tender deadlines. This will involve agreeing resource requirements with the various resource managers within the company such as the Heads of Department. Leading a team of multi-disciplined engineers forming part of the tender preparation team, some permanently, some on secondment. Mentoring and development of staff including setting objectives and carrying out appraisals. Preparation of both preliminary (budget) and final detailed technical proposals to customers and consultants. Technical interface with customers, consultants, vendors of key equipment, fabricators and business partners. Liaison with tendering and engineering personnel to develop optimised plant general arrangements and layouts. Coordination of engineering deliverables from internal and external sources. Liaison with customers and consultants during tender preparation and post-tender (bid) submission. Liaison with vendors and sub-contractors in the compilation of technical, commercial and pricing inputs to the tender. Liaison with the Manager of Engineering in the establishment of 'best practice' for the execution of engineering activities both during the tender submission and planned contract execution phases. Assessment of client's enquiry documents, in conjunction with others to determine bidding strategy. Interfacing with local overseas personnel in the preparation of engineering submissions to local customers. Interfacing with Veolia Business Units and other partners in the preparation of consortium/JV tenders. Risk assessment and risk management of engineering aspects throughout the tender submission and clarification phases. Responsible for checking and approving all engineering deliverables at the tender submission stage. Compiling the amassed technical write-ups with qualifications for inclusion in the tender documents. Post tender follow-up including attendance at technical meetings with customers and consultants. Preparation of a detailed scope definition for tenders by use of package equipment databases. Preparation of engineering handover documentation and participation in the formal handover process to the Operations and Engineering Departments. Compilation of equipment (package) information and maintenance of an equipment database. Participate in Engineering Department meetings in order to understand the problems encountered in projects and implement improvements in the tendering process as a result of lessons learned. Undertaking any other duties that may be reasonably required from time to time

Requirements / Capabilities



Broad understanding of other engineering disciplines required for project engineering. Degree in engineering-based discipline. Chartered Engineer and/or member of an appropriate institution is desirable. In-depth understanding of engineering principles, processes, and industry standards. Proficient in customer requirements processing and tender preparation. Expertise in risk assessment and management related to engineering aspects in tendering. Demonstrates ability to plan and manage engineering activities for tender deadlines.
