Tender & Business Development Manager / Quantity Surveyor (RICS)
to lead our pre-contract activities and drive the company's expansion through the acquisition of new tenders and framework agreements.
Role Purpose
This office-based role is responsible for managing the
tendering and estimating process
, identifying new business opportunities, and securing
framework and long-term contracts
.
The successful candidate will combine strong technical quantity surveying expertise with a proactive business development mindset to help scale the company sustainably.
Key Responsibilities: Tendering & Estimating
Lead the preparation and submission of
tenders, bids, and cost estimates
in line with
RICS NRM
and company procedures.
Analyse drawings, specifications, and contract documents to prepare accurate
Bills of Quantities (BOQs)
and cost plans.
Collaborate with internal teams to ensure technical accuracy and competitive pricing.
Obtain, assess, and negotiate
supplier and subcontractor quotations
.
Conduct risk assessments and implement value engineering strategies.
Maintain a pricing database and ensure all estimates are commercially sound.
Business Development & Framework Contracts
Identify and pursue
framework agreements
and
long-term partnership opportunities
with both public and private sector clients.
Monitor
UK procurement portals
(e.g. Contracts Finder, Proactis, Delta eSourcing) for relevant tenders.
Prepare and manage
PQQ / SQ / ITT
submissions.
Build and maintain strong relationships with clients, consultants, and contractors to develop repeat business.
Support senior management in developing
market intelligence
and strategic business plans.
Leadership & Compliance
Ensure all pre-contract activities comply with
RICS
,
JCT / NEC
, and company standards.
Improve internal estimating and tendering systems for efficiency and accuracy.
Mentor junior QS or estimating staff, where applicable.
Report regularly to the Managing Director on pipeline, tender status, and conversion rates.
Qualifications & Experience
Bachelor's degree in Quantity Surveying, Construction Management, or Civil Engineering.
Minimum 5 years' experience
in estimating, tendering, or pre-contract roles within the
UK construction sector
.
RICS-qualified (MRICS)
or currently working toward chartership.
Proven experience in preparing successful tenders and securing
framework or repeat-business contracts
.
Strong knowledge of
RICS NRM
,
JCT
, and
NEC
contract frameworks.
Proficient in
MS Office
,
CostX
,
Candy
, or similar estimating software.
Excellent analytical, commercial, and negotiation skills.
Strong communication, organisation, and attention to detail.
