Business Improvement Districts (BIDs) have been operating across the UK for over a decade with now over 300 established BIDs around the country. Businesses within a BID area contribute to and vote on the adoption of a 5-year business plan to address issues and opportunities for the area that they have helped to define.

Blackpool's existing Town Centre BID has completed three full terms, delivering some fantastic projects for businesses and commenced its fourth 5-year term in 2021. A second BID, focused on tourism was established in 2021, complementing the existing Town Centre BID company that has delivered outstanding results for the retail economy for more than a decade.

The company employs uniformed Town Centre Patrol Wardens who are involved in a wide range of duties within the Town Centre BID area to achieve the company's key objectives, one of which is Enhancing Town Centre Safety.

We are looking for suitably skilled persons, ideally from a retail security background, who can communicate at all levels, and deal with security-related tasks while working on the front line, including handling anti-social behaviour situations calmly and professionally and communicating with BID levy payers.

Applicants should preferably hold a current valid SIA Frontline Licence and be practically minded and capable of carrying out various tasks including patrolling the streets on foot, working with statutory services including Police and Council departments as well as data input using company systems. (the company will pay for the ideal candidate to obtain an SIA Frontline Licence and training fees will be deducted from salary).

There will be an opportunity within the company to obtain an SIA CCTV Licence to work in Blackpool Council's CCTV control room as and when required.

Full uniform and full training will be provided.

22 hours per week, 3 days from 7 between the hours of 09:00 - 18:00, shifts to be discussed at the interview and will work via a two week rota, including weekends, bank holidays, evenings and other peak periods.

The successful applicants will be subject to a Disclosure & Barring Service [DBS] check and reference checks.

Main duties and responsibilities:



Public Nuisance -

providing a uniform deterrent to public nuisance, anti-social behaviour and crime and disorder. Working in unison with Blackpool Council, Lancashire Police and other key agencies during operations to help limit low-level antisocial activities. Liaising with BID levy payers regarding concerns encountered affecting their business and informing them of ongoing actions to limit antisocial activity within the Town Centre.

Deterrence of Theft -

Good background knowledge of known offenders and modus operandi, working with stores to reduce illegal activity. Providing effective communication throughout the Town Centre by utilisation of the radio link system to alert Shopwatch members and CCTV control of the offender's whereabouts and ongoing illegal activity. Assisting BID levy payers by responding to calls for assistance, providing reassurance and intelligence sharing, and advising where necessary to report incidents of theft to the authority. Ensuring all Shopwatch members are kept fully informed of activity via means of, distributing information bulletins, DISC updates, and Shopwatch barring orders.

Business Liaisons -

Liaison with BID levy payers, via face-to-face, telephone, email, and BID meetings resolving any issues and ensuring un-resolvable issues are passed to relevant BID management for ongoing resolution and ensuring BID levy payers are kept informed of progress. Distribution of BID newsletters and information, Town Centre improvement activity, planned events etc. Introductions to new BID levy payers on an initial visit; outlining the role of the BID and the Wardens, ensuring business details are obtained to keep the BID database maintained. Visual presence around the BID area greeting businesses. Attendance at meet the BID Warden's events.

Environmental -

Carry out regular visual inspections in the BID area and submit public realm reports via the DISC system to the relevant departments for reports such as graffiti, structural damage, flyposting, fly-tipping, street furniture damage, pavement defects, and street lighting.

Community Engagement & Reassurance -

Engaging with members of the public on a multitude of matters, i.e., giving directions.

Important Note -



The BID ballot for a new five-year term will take place from October 30th to November 27th, 2025. If the ballot is unsuccessful, this role will end on March 31st, 2026.
