BGC Group - Compliance - Trade Surveillance Analyst



Main Purpose of the Role:



To support the BGC Group Compliance function through conducting trade surveillance activities across BGC Group to proactively identify, manage and report potential incidents of market abuse and other improper activity. This includes: + Performing daily trade surveillance, investigation of alerts and escalation of issues
+ Analysing surveillance reports and regulatory and market developments to support ongoing monitoring of risks, internal reporting and enhancement of systems and processes
+ Working as part of the trade surveillance team led by the Head of Trade Surveillance, with regular interaction with personnel across Compliance, IT, HR and the Businesses
The role sits within the Compliance team in the second line of defence and is based in London

Key Responsibilities:



Core Activity:



Perform daily trade surveillance activities to address alerts and identify and investigate potential market abuse and improper activity by market participants Identify risks/issues and discrepancies and proactively escalate to Deputy Head of Trade Surveillance for secondary review as required Accurately document review findings and outcomes and support further investigation of suspicious behaviour as required by providing expert insight and technical assistance Promptly investigate and communicate operational issues arising from trade surveillance activities with the relevant stakeholders, e.g. IT for data and systems-related issues Make recommendations for enhancements to existing processes and develop new processes for identifying market abuse risk in line with regulatory change and market/business developments Take on such roles and responsibilities as are required from time to time to contribute to the successful operation of the Compliance function within the BGC Group Assist and work with the other Compliance teams as required

Reporting and Analysis:



Analyse surveillance reports and market/business developments to produce analysis and insight to support ongoing monitoring of risks and internal governance reporting Provide input to surveillance thematic reviews and effectiveness reviews as required Maintain a detailed working knowledge of market abuse regulation and a broad awareness of the financial regulatory landscape

General:



Provide input into and assist with the drafting of relevant Compliance policies and procedures Support enforcement of the surveillance policies, procedures and processes Complete all relevant training in a timely manner Maintain professional behaviour Adhere to and promote the company values and ethical framework

Key Contacts/Working Relationships



Support the Deputy Head of Trade Surveillance with investigations and governance reporting as required, by providing advice or technical assistance Support the Head of Trade Surveillance with internal and regulatory investigations if required, by providing advice or technical assistance Liaise with other Compliance team members to ensure that a suitably coordinated approach to the surveillance function is adopted across trade, e-comms and voice surveillance Address surveillance-related queries and/or requests for information from either within Compliance or other stakeholders Work with the relevant stakeholders in order to investigate issues identified Escalate significant compliance and regulatory issues as appropriate according to internal procedures Share information as appropriate with other members of the Compliance department and attend relevant meetings as required

Key Outputs and Performance Indicators:



Documented alert reviews and identification of potential market abuse issues and improper activity Production of escalation reports to notify the Deputy Head of Trade Surveillance and Head of Trade Surveillance of issues Analysis and recommendations in respect of the ongoing enhancement of surveillance systems and processes Greater detection of potential market abuse issues and improper activity Positive contribution to the Compliance department.

Skills/Experience Required:



Relevant experience in a trading, monitoring or surveillance position at a financial services institution is essential Current knowledge and understanding of the FCA handbooks and other relevant regulations, and the ability to apply this knowledge in a commercial environment is required Good working knowledge of market abuse regulations is essential Understanding of the general activities and functions of a broker dealer is required Previous experience of using an automated market abuse surveillance system (e.g. Apama, Scila, BTCA, SMARTS, Actimize) would be preferable Previous experience working for a broker or regulator would be advantageous

Systems Used:



Knowledge of trading systems advantageous (e.g. Bloomberg, Reuters, Fidessa, etc.) Excellent PC skills including Word, Excel and PowerPoint essential Knowledge of automated market abuse surveillance system advantageous Knowledge of Compliance phone recording and e-comms surveillance systems advantageous * Proficiency in statistical and visualisation software advantageous (e.g. Excel, Tableau, Qlickview, etc.)
