Construction of Phase 1 of High Speed 2 between Euston in London and Curzon Street in Birmingham along with the link to the West Coast Mainline in Staffordshire will require contractors to carry out significant temporary traffic schemes and other highway works to deliver the permanent railway and highway schemes. In addition, the construction of HS2 will generate significant vehicle movements on the road network and planning approvals will be required to be managed.

Traffic Manager

at HS2 you will Traffic Manager provides the focus for liaison and co-ordination between HS2's contractors and the local highway authorities on traffic and transport matters and assurance that contractors provide appropriate documentation, plans, drawings and implementation in accordance with existing legislation and the HS2 Phase 1 Act with its attendant Code of Construction Practice, Undertakings and Assurances to Parliament and which minimises project risks

About the role:

Assurance that the project is compliant with its obligations to ensure that no new significant adverse environmental effects are forecast to arise during the delivery of the project in consultation with external resources available to the team. Assurance of submissions for highway consent for highway works to be carried out by the contractors within a defined geographic area and, as necessary, represent the HS2 project in managing issues so to achieve consents to meet the HS2 delivery programme. Via a separate compliance team, monitor the implementation of temporary traffic management to ensure that it complies with the approved temporary traffic management layouts submitted for approval. Review the contractors' construction programmes and review if method. constraints are required to meet the requirements of the project's Environmental Statement and, where necessary agree with the Traffic Manager - Route-wide additional mitigation requirements. Ensure the successful, on-time delivery of the project. Ensure that contractors produce appropriate Local Traffic Management Plans and that the plans are developed as the works between phases from ground investigation, construction through to railway systems construction. Ensure that the forward programme of traffic management programmes and all temporary traffic management records for a geographic area of the project are documented and updated. Lead the Area Traffic Team to ensure that the traffic management support function operates effectively in delivering the project requirements to time, cost, and budget. Responsible for ensuring that the project's Traffic Management obligations (such as Undertakings and Assurances to Parliament) are being met within the area. Regular liaison with community engagement team, town planners and the other area traffic managers to drive forward matters related to lorry route approvals, to ensure a common approach is undertaken route-wide and advice on the scope of HS2-led mitigations. Management of three direct reports. Delegated authority and accountable for approving Contractor's use of HS2's Schedule 4 Part 1 and Part 2, paragraph 6 powers under the HS2 Phase 1 Act. Chair and management of regular Traffic Liaison Groups, CoCP requirements and key interface for HS2 with Highway Authorities and Emergency Services. Attend community engagement events and represent the HS2 project with regard to Transport and Traffic matters in the public arena. Responsible for assuring contractor compliance with HS2 Contractor Transport Works Information requirements. Responsible for issuing guidance documents for contractors. Lead on the transport inputs to Schedule 17 Lorry Route applications. Responsible for identifying and managing relevant risks on the Area Team and Transport Management risk registers.

Ability to analyse and report on quantitative and quantitative data. Ability to use IT systems (Word, Excel, PowerPoint, Outlook, MS Access, Internet). Ability to self-organise, develop, and follow processes ensuring that details records of programmes and consents are maintained. Presentation skills and ability to chair meetings with key stakeholders.
Knowledge:


Knowledge in transport, traffic or highway engineering or a similar numerate discipline, at degree level or equivalent training and experience. Knowledge of Chapter 8 Traffic Signs Manual standards to provide assurance regarding the competency of the contractor's temporary traffic management designer and installers/maintainers. Knowledge of the function and capability of traffic modelling tools, particularly strategic models.
Types of Experience


Experience in the design of general traffic management (particular safety schemes), temporary traffic management standards (Chapter 8) and delivery of temporary works at traffic signals.
