Introduction:

This is an exciting opportunity for someone to influence and help shape the North Somerset transport network so that it remains a great place for people to live, work and visit.

About the role:

We are looking for an enthusiastic transport planner to:

  • Develop transport policies and strategies;
  • Help develop transport schemes through our Scheme Pipeline to improve transport network connectivity and provide lower-carbon options to get around;
  • Coordinate funding bids for internal and external funding opportunities;
  • Assess development proposals to ensure transport issues are fully considered (e.g. new housing and employment developments);
  • Design, commission and analyse transport surveys and data;
  • Respond to customer queries and complaints;
  • Collate reports to achieve political approval for transport schemes, policies, strategies and other workstreams.
The post is career-graded and ideally we are looking to appoint someone with experience in transport planning. However, for less experienced applicants, relevant qualifications include a degree in a relevant subject including Geography, Planning, Architecture and Engineering. The potential appointment grades and starting salaries, subject to the applicant\'s experience, are as follows:
  • LEVEL 5 - \xc2\xa324,496*
  • LEVEL 6 - \xc2\xa327,852*
  • LEVEL 7 - \xc2\xa331,099*
  • LEVEL 8 - \xc2\xa334,723*
  • LEVEL 9 - \xc2\xa338,296*
*Salaries before the 2023-24 local government pay award, which is still being agreed between the National Employer and the three unions representing local authorities.

About you:
  • More experienced applicants should be able to demonstrate an understanding of the scheme development process and the development of relevant transport and planning policies. Less experienced applicants will need to show enthusiasm and willingness to learn.
  • Ideally you will also have practical experience in specifying and carrying out traffic data collection exercises, however this is not essential for less experienced candidates.
  • The ability to demonstrate experience in assessing and preparing comments on planning applications is desirable.
  • Being proficient in Microsoft Office applications including Microsoft Word, Excel and Outlook is essential.
Your team:

This is a permanent role. You will be based in the Transport Policy team (4-6 officers) as part of the wider Strategic Transport Planning Team (total 10-12 officers). This team has responsibility for transport policy, managing transport models and data inputs, Scheme Pipeline coordination, transport projects, transport data collection/analysis and providing highways & transport assessment of development applications.

Your office:

Your office base will be Castlewood in Clevedon until the end of December 2023 but due to the planned closure of this office (by 2025) your office base will be The Town Hall in Weston-super-Mare - from January 2024. North Somerset Council has a flexible working policy and so the role will be a mixture of home-working and office working. Other information:

Valid driving licence and own transport, or be able to provide alternative, suitable method of travel is an essential condition for this role.
