If so, we have an exciting opportunity for you to join our team at the Ministry of Housing, Communities and Local Government (MHCLG) and we'd love to hear from you!


This role provides strategic and operational support to the HR elements of the Unity Programme, with a specific focus on process improvement, data integrity, and system adoption.
You will act as a subject matter expert (SME) in HR processes and systems, particularly in relation to SuccessFactors, and will lead key workstreams to ensure successful implementation and integration of the Unity shared services model.

Job description




Your responsibilities will include:Impact and Gap Analysis: Maintain and update impact and gap analysis documentation by HR process area, identifying areas for improvement and alignment with Unity programme goals. Process Mapping: Lead the end-to-end mapping of HR processes, ensuring consistency, efficiency, and alignment with Unity system capabilities. Data Collection & Commissions: Coordinate and lead data collection activities and commissions required for Unity implementation, ensuring accuracy and timeliness. Position Management Lead: Working alongside the Departmental workforce planning lead, scope and develop the adoption of the Unity position management model, including job mapping and structural alignment across departments. Notifications Management: Collaborating closely with stakeholders across the programme, manage all HR notifications linked to the Unity programme changes and updates. Subject Matter Expertise: Lead SME for specific Success Factor/HR processes. Testing: Lead testing activities for Unity system changes, including test script development, execution, and issue resolution - working in a matrix leadership role with your testing colleagues to ensure all aspects of the Unity model are tested and defects logged/managed. HR Knowledge Management: Maintain and reference HR guidance, audit trails, and knowledge repositories to support decision-making and ensure compliance.

Proven experience in HR operations, ideally within a public sector or large organizational context. Strong understanding of HR systems, particularly SuccessFactors. Experience in process mapping and improvement methodologies. Excellent analytical and data management skills. Strong communication and stakeholder engagement abilities. Ability to work independently and lead cross-functional initiatives.

Internal Fraud Database




The Internal Fraud function of the Fraud, Error, Debt and Grants Function at the Cabinet Office processes details of civil servants who have been dismissed for committing internal fraud, or who would have been dismissed had they not resigned. The Cabinet Office receives the details from participating government organisations of civil servants who have been dismissed, or who would have been dismissed had they not resigned, for internal fraud. In instances such as this, civil servants are then banned for 5 years from further employment in the civil service. The Cabinet Office then processes this data and discloses a limited dataset back to MHCLG as a participating government organisations. MHCLG then carry out the pre employment checks so as to detect instances where known fraudsters are attempting to reapply for roles in the civil service. In this way, the policy is ensured and the repetition of internal fraud is prevented.

Fixed Term Details




For external candidates - you will be offered fixed term appointment lasting until 31st March 2027, with a possibility of permanency.


For existing civil servants - you will be offered a loan opportunity lasting until 31st March 2027. Before applying for the role, you will need to seek approval from your parent department to take up a loan appointment should you be successful.
