The Connecting Leeds Transport Strategy, alongside West Yorkshire documents such as the Mass Transit Vision, sets out clear aspirations for a step-change in transport provision over the next decade and beyond. Reliable and efficient traffic signals infrastructure is essential to achieving such transformational change. As UTMC Group Engineer, you will play a vital role in developing the UTMC team to deliver maintenance, system development and network performance improvements that support the wider transformational objectives. Your responsibilities will include delivery of a multi-million pound upgrade programme across Leeds and Calderdale, making use of innovative technology and techniques to deliver value for money, in line with Council values, and to support the aim of Leeds UTMC to become a Centre of Excellence.

About you

As UTMC Group Engineer, you will bring to the role:


Knowledge of the operational and maintenance requirements of a complex UTMC system Understanding of the maintenance needs of field-based traffic control systems and familiarity with the range of technologies available and in use Experience in mentoring or line-managing technical staff, with a focus on professional development and team cohesion. A commitment to safety, compliance, and delivering public value, with a clear understanding of the regulatory environment. About the role

Urban Traffic Management & Control (UTMC) has a broad remit within the wider Highways and Transportation service, involved from feasibility studies through to delivery of schemes and continuing into operation and maintenance of the asset.


As UTMC Group Engineer, you will play a crucial role in developing the operational team that is responsible for maintenance, systems (including telecoms) and network performance throughout Leeds and Calderdale. Your contributions will be essential to the success of the team, providing a solid foundation for operational excellence and making a positive impact on achieving the objectives set out in the Connecting Leeds Transport Strategy.


You will work with UTMC colleagues and liaise with stakeholders, ward members and other West Yorkshire districts to deliver a multi-million pound upgrade programme throughout Leeds and Calderdale that will encompass asset renewal, telecoms upgrades and network performance improvements. The upgrade programme will support delivery of the Transport Strategy objectives through innovative use of technology.


You will be closely involved in the planning and delivery of schemes that support the West Yorkshire Combined Authority (WYCA) delivery of Bus Reform, liaising with WYCA and other stakeholders to develop technical specifications to enhance bus priority through traffic signals. Similarly, your expertise will be required to support successful delivery of the Mass Transit programme ensuring the appropriate provision of UTMC technology is specified to deliver efficient operation.

Job Purpose

To lead a team supporting the Principal Engineer undertaking the design, planning, development and implementation of traffic signals and UTMC schemes including public engagement, scheme design and programme delivery. The post holder will also provide specialist traffic signals and systems advice and services to other technical sections for Leeds and Calderdale. This post is particularly focused on the maintenance of traffic signals, ancillary equipment and the management of the computer systems and control room.

Responsibilities

Support the Principal Engineer in the detailed organisation and administration of technical staff. Deputising for the Principal Engineer, when necessary, commensurate with the grade. To supervise and undertake the design and development of traffic signals and UTMC. To oversee the installation and commissioning of new traffic signals and UTMC services. Carry out strategic development of the UTMC system across the city. To support the project management, implementation and monitoring of traffic signals in relation to the Transport Strategy plans, programmes and initiatives. To contribute to feasibility studies, traffic impact assessments and provide support for highways development management by assessing signalling concepts, layouts and methods of operation. Provide a courteous, helpful and responsive service to Members, community representatives, the public, stakeholders and business communities to ensure the highest standards of service are met, complaints investigated, and the image of the Council promoted and enhanced. To provide technical consultation, interpretation and specialist advice to the directorate and other bodies on behalf of the service, including that which supports UTMC, traffic signals and systems. Drive a continuous service improvement ethic through ongoing review of policies, procedures and systems, maintaining a clear audit trail of changes implemented. Establish the services technical work programmes and activities taking responsibility for specific high-level projects and on-going areas of work within the traffic signals engineering service, leading teams and managing contractors as required. Prepare contract work specifications for traffic signals and other electronic highway control. As contract manager, manage the performance of term maintenance and installation contractors in the delivery of services, procurement of services and payment approvals. Carry out independent reviews of systems and procedures in operation and develop implement change programmes that will demonstrably improve / enhance the service. To contribute to the evaluation and development of investment business cases, funding bids and project proposals. To ensure all policies, practices, legislation and codes of conduct are adhered to and to ensure that auditable systems and procedures are maintained, and that probity is maintained To contribute to collaborative working with the Combined Authority and West Yorkshire partners to support the delivery of programmes including collaboration and development of integrated UTMC systems. To support the management and monitoring of project budgets and risk. To prepare project briefings, committee, scrutiny reports, press releases and responses to letters and enquiries. To develop a skilled and adaptable team able to respond and react to unit demands as and when required ensuring that staff fully up to date with legislative changes and Council(s) policies Promote and deliver positive solutions to achieving diversity and equality in all aspects of service delivery, community engagement areas, focussing on equality of outcome. To maintain effective communications with staff, service users, councillors, trade unions, partners and other stakeholders in accordance with Council good practice. Take personal ownership of continuous professional development, keeping abreast of new and emerging technologies, techniques, processes and procedures. To identify personal training needs and seek ways of meeting them both within and external to the team. To be accountable for the safety of staff, service users and contractors in accordance with the Council Health and Safety Policy. To undertake any other transport planning duties within the Section as workloads and priorities demand at a level appropriate to the grade of the post.

Qualifications

A degree, equivalent level qualification and/or equivalent experience directly relevant to traffic signals and UTMC and the duties of the post is essential.


A relevant accredited professional qualification is desirable but not essential.


HNC/D in Civil Engineering or related discipline/ BSC (Hons) in Civil Engineering/NVQ Level 6 in Civil Engineering or other qualification certified by the Engineering Council UK as academic base for incorporated Engineer status.


Incorporated Engineer status or Transport Planning Professional Training review.


Minimum 2 yearsexperience in a senior capacity in a large engineering organisation.

Progression

Whilst there is no automatic progression to any more senior posts, opportunities do exist for advancement and promotion, dependent upon normal staff movements and on the capabilities of the individual post holder. The Department encourages training both in-house and external to meet the needs of the individual and of the Department.

Detailed knowledge and understanding of traffic signal and systems design Appreciation of the operational, fault and maintenance requirements of a complex UTMC system as well as functional specifications Demonstrate understanding of working in a highway engineering design office environment/Local Transport Plan process Demonstrable experience in a highway or traffic engineering role relevant to the duties of this post. Experience of using project management techniques, monitoring and reporting methods. Experience of relevant project working within local authority, public or business sector organisations. Experience in applying the relevant technical guidance, standards and legislation to a range of projects. Extensive traffic engineering / traffic signal systems maintenance and operational experience. Experience in the preparation of technical specifications and contracts and the management thereof. Understanding and practical experience of operating and managing a complex UTMC system. Significant experience of staff supervision. A proven track record of delivering a cost-effective traffic signal asset maintenance regime. This shall include (but not be limited to) the maintenance contract specification and the performance management of appointed specialist maintenance contractors. Understanding and practical experience of using analytical methods and models for traffic engineering/signals design i.e. LinSig, Transyt, PICADY, ARCADY, Saturn, Aimsun and GIS Ability to make an effective contribution to internal and external meetings. Ability to lead initiatives and deliver projects from inception to completion. Ability to provide constructive problem solving and conflict resolution. Ability to develop productive working relationships and to work with a range of stakeholders to achieve positive outcomes. Ability to manage competing priorities whilst delivering on a range of complex projects and adapting to changing circumstances and priorities. Ability to provide leadership that commands respect, trust and confidence and which empowers colleagues and staff to achieve results.
