Job Description

An exciting opportunity has arisen to work within the Health, Safety and Security department of a forensic secure service. We are looking for an individual with an interest in health, safety and security to join our multi-disciplinary team. You will have excellent communication skills with a positive and flexible attitude. You will be expected to be dynamic and committed by actively contributing to and supporting health, safety and security with a forensic mental health setting. You will be part of a dedicated health, safety and security team who is incorporated into a multi- disciplined structure.



The Oxford Clinic is a medium secure forensic mental health facility comprising of three wards with 42 beds across all three wards. Many of our patients have had experience of the criminal justice system in the past, and will be subject to a detention under the mental health act. While not working directly with patients you will be contributing to a safe, supportive and therapeutic environment.



While working as a Health, Safety & Security Lead you will be responsible for the safety within the clinic, using the See, Think, Act version 3 as a framework.



There is an expectation that you will be involved in security awareness training of all clinical professionals within the service, where training will be provided.



You will be required to liaise with staff at all levels and to demonstrate a dedicated approach in providing a high quality service.

Physical Security.



To oversee the security of the external perimeter and report back any issues that need correction. Record security perimeter inspection daily. To be able to understand and keep the fob system security up to date and aid in the maintenance of the keys and fob systems in conjunctionof the reception staff. To undertake a monthly unit key audit and a monthly staff key allocation audit, ensuring all keys bunches are correct Ensuring the safety of patients, staff and visitors and the integrity of ward security systems.

Procedural Security.



Oversee security and health and afety matters within the unit.



To ensure Health & Safety regulations are adhered to and records maintained.

Maintain the non-clinical risk assessment register and environmental risk assessments under the supervision of the Health, Safety and Security Lead.

To be able to access and understand the Ulysses incident reporting system and the Forensic Risk Register systems.

To understand how to complete non-clinical risk assessments and undertake them with the support of another staff member.

To develop knowledge and expertise in security matters.

To access courses in health and safety, safeguarding. and to advise and bring forward issues relating to security/health and safety within the ward meetings.

Conduct Security Audits. Provide feedback of the area audited to the Health, Safety and Security Lead, Senior Management Team and the Clinical Governance Group as required.

Monitor and ensure that fire regulations are kept up to standard.

To maintain ward and trust policy and procedure folders within the unit, whenever a new policy is released or updated. To ensure staff are aware of the new policy by the sending of an email, posters, handover etc.



Relational Security



To ensure that security is adhered to by staff and ensuring that any security or safety matters are dealt with. To deal with any staff concerns or enquiries surrounding security.

Maintain internal ward security through observation and planned procedures.

To work on the wards to observe the functioning of the ward to identify gaps in security. To liaise with the Ward Manager in filling these gaps and putting in place measures to fill the security gap. To report all findings back to the Health, Safety and Security Lead.

To provide a vital support function and advice to Multidisciplinary Teams. Ensuring the safety of patients, staff, visitors, and the integrity of ward security systems.

To be able to consider security issues for the multi-disciplinary teams in helping them maintain a therapeutic ward environment for patients. This may include items such as safe storage of items for patients and room layouts etc.

To liaise with and assist the Modern matron/Ward Manager/Health, Safety and Security Lead in the research, planning and distribution of policies and procedures. To attend clinical governance and wider security meeting when required.

To liaise with agencies such as including Police, Prisons and other Medium and High Secure Facilities, secure management services, estates to research and improve overall security measures.

Collect, collate and distribute information and intelligence on security matters.

To construct training needs analysis and lesson plans to provide training as required on a number security/health and safety/ best practice subjects as required by the Modern Matron.

To ensure staff comply with security measures for the safety of patients, staff and others while within the building. To report any security breaches that the Health, Safety & Security Lead cannot deal with the relevant staff i.e. Charge Nurses and Ward Manager

Always promote the philosophy of the unit to other unit/departments/public etc and act in a courteous and professional manner within the role.

To be able to work independently when needed with feedback given to the Modern Matron/ Ward Manager/Health, Safety & Security Lead, either on an as needed basis or within the ward security meeting forum.
