A new opportunity has arisen for an experienced tobacco control lead to drive improvement in tobacco control across West Yorkshire. We are recruiting for a temporary post that will work to align regional and local tobacco control efforts and optimise utilisation of the Smokefree Grant to improve outcomes.


This post is funded by the five West Yorkshire local authorities (Bradford, Calderdale, Kirklees, Leeds and Wakefield) and hosted by Bradford City Council on behalf of the five local authorities. The post holder will be responsible for strategic leadership of the West Yorkshire sub-regional tobacco control programme. The post holder will work at a strategic level developing and maintaining effective relationships with partners across the local authority, NHS, voluntary & community sector, and academic partners, to improve outcomes for West Yorkshire residents and reduce inequalities. They will work autonomously, leading on the establishment of partnerships and work agreements between regional and local agencies and on development, delivery, and evaluation of a regional tobacco control programme.


The post-holder will be required to have expertise in tobacco control and in-depth knowledge of tobacco policies and wider issues impacting on smoking and health inequalities. They will have excellent project management and influencing skills, with the ability to motivate, support, and challenge colleagues and partners across the West Yorkshire sub-region. They will be experienced in developing and running a comprehensive public health programme(s) and have in-depth understanding of the public health environment and experience of working with a range of partners across public health systems. They will be required to form and maintain effective working relationships with partners across West Yorkshire, in particular tobacco control leads and local Directors of Public Health, as well as more widely in Yorkshire and the Humber (including the Humber and North Yorkshire Centre for Excellence in Tobacco Control) and nationally.


Attached is a full JD but since this is a short term position there are specific priorities for this post:

Acting as a specialist and primary contact for regional and sub-regional tobacco control activity. Serve as a representative voice for the Local Authority Tobacco Control leads in West Yorkshire, effectively advocating for their needs, concerns, and interests in decision-making processes Liaising with OHID and NHS E (both regional and national teams) where appropriate, on behalf of the Local Authority tobacco leads to support the delivery and reporting requirements of the Local Stop Smoking Services and Support Grant. Working with sub-regional and regional Tobacco Leads (including but not limited to South Yorkshire, Humber & North Yorkshire and Yorkshire & Humber) and representing the interests of West Yorkshire in the delivery of programmes (such as those in Yorkshire and Humber), including regional mass media and workforce development programmes. Working with colleagues at regional, sub-regional and place to support the progression and implementation of National policies such as the tobacco and vapes bill Co-ordinating and facilitating the West Yorkshire Tobacco Alliance, working with the Tobacco Alliance members to agree priorities and develop, oversee and monitor the delivery of an annual partnership action plan Bidding for additional funding to support sub-regional tobacco control activity, for example from the health inequalities/prevention funding from the ICB/NHS.
