The Business Development Team sits at the heart of the Regeneration and Environment Directorate and plays a key role in driving improvement across the organisation. The team leads and supports a wide range of policy areas aimed at improving outcomes for local people, including change and transformation projects, workforce development, customer experience enhancements, digitalisation, investment delivery, and legislative compliance.
We are seeking a dynamic Workforce Development Officer to join our Regeneration and Environment Directorate. This is an exciting opportunity to play a central role in shaping workforce development and embedding a culture of continuous learning.
In this role, you will lead the creation and implementation of a comprehensive Workforce Plan, review annual learning needs, and further develop the Management Skills and Competency Framework. You will identify service-specific qualifications, establish priorities for investment and training, and co-ordinate initiatives that support career progression and organisational transformation. Managing the training budget and ensuring value for money will be a key responsibility, alongside evaluating the effectiveness of programmes and refining objectives to maximise impact.
Applicants should have significant experience in learning and development within complex organisations, including managing training budgets. They must demonstrate a proven ability to lead and deliver complex projects. The role requires expertise in change management to support transformation, as well as skills in assessing training needs, designing programmes, and managing contracts. Excellent communication and organisational abilities are essential for success in this role.

Qualifications required:
Level 7 qualification e.g. post graduate certificates and diplomas or evidence of the equivalent level of knowledge gained through employment.

Until 31st March 2026 existing employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time). The Council is in consultation with trade unions regarding continuation of any agreement from 1st April 2026.
