Job Description

The NHS workforce is at the heart of the service. How we record our staff, explore differences between staff groups, or interpret changes and trends is crucial to our ability to make effective plans and decisions. ESR is the digital system where much of this crucial information is recorded. This role will play a vital role in ensuring that the information held on ESR is accurate and up-to-date, enabling the Workforce Information team to extract data from the system, and analyse that data to support colleagues across the organization to monitor, evaluate and plan the delivery of the service.



Working with the Principal Workforce Analyst, and through the links to the Workforce Planning function, this role will ensure that the organisation has access to insightful and timely data, reports and analysis. The demands on the role evolve throughout the year. Main responsibilities include: producing daily, weekly and monthly reports, addressing ad-hoc requests and Freedom of Information Requests; exploring and interpreting trends in data on vacancies, sickness and staff movements; providing evidence and supporting decisions for workforce change, sustainability and planning.



Success in this role will require a balance between an agile and adaptable approach to an evolving workload, a rigorous approach to data processes and reporting, alongside the curiosity and technical skills needed to transform and analyse workforce data.



Additional working pattern details:

9am-5pm Mon-Fri



Experience of working in the NHS is essential. This includes a thorough understanding of the current issues facing the NHS and the role of information in supporting services. Strong analytical skills, using software such as Excel, SQL, R, Python, PowerBI or Tableau to extract, clean, transform, analyse, interpret and display workforce data. Experience with producing reports to a technical specification, working with stakeholders to set specifications and explore choices around data. Professional experience with HR systems such as ESR, or related systems used for workforce processes such as rostering. A confident and clear communicator who can use their credibility and expertise to support effective decision making.

1. Key Responsibilities



Workforce Information and Analytical



Working in conjunction with the Principal Data Analyst to supply information on workforce related matters. Work directly with the Principal Data Analyst to produce, analyse and present workforce related data. Apply analytical skills to progress workforce development plans in conjunction with HR and Organisational development leaders and HR project leads. Liaise and co-ordinate with financial management to ensure integrity of data held within HR management and payroll systems. Work with HR professionals and line managers to ensure processes associated with workforce information and management are followed and kept under review depending upon the needs of systems and policies. Establish and maintain appropriate audit of data held within the HR systems and maintain data validation and update routines to ensure data that is held is usable, valid and meets any statutory requirements. Ensure that HR support staff inputs data accurately and in a timely manner. Maintain regular proactive dialogue with functions across the organisation in order to determine trends and identify matters that workforce information would assist in the planning and development of services. Develop and maintain good communications with Directorate leads and end user teams to ensure that resources are in place to maximise the use of the ESR system, business processes are consistently applied, and to resolve system and workforce information needs. To assist and support with data required for project work A comprehensive understanding of the Electronic Staff Records system (ESR) or similar. Technical knowledge of databases including working knowledge of NHS data definitions, terminology and ability to maintain and update the database. Monitoring and analysis of existing reports to ensure the Principal Data Analyst and external stakeholders are advised of any problem areas; the information to be presented in a clear and concise manner. Contribute to development and design of internal reports using Business Intelligence tools. Such reports are to be produced to deadlines and to support the Trust in meeting its objectives. Understand, interpret and provide a meaningful response to ad hoc information requests. To update and adapt systems, within the remit of this post, to ensure the accuracy and validity of information produced at all times, ensuring that the information provided is able to express complex datasets in the most efficient and effective manner. To report any identified errors or poor-quality data to the Divisional Information Manager where there is a potential that the information may impact on the accuracy of the information reporting of the department. To ensure ESR advice is given where administrators or managers require help and support to run reports or assistance on data Undertake any other duties as may be reasonably required within the scope of the post. Basic understanding of the Data Protection Act, Information Governance issues and the principles of Equality and Diversity

Professional Development, Education and Training



Degree level education or equivalent Ideally in-depth knowledge of an information related field Able to demonstrate commitment to Continuing Professional Development (CPD)

Communications and Working Relationships



Excellent communication skills, both written and verbal, with the ability to present highly complex information, taking account of the needs and level of the audience Ability to write and present clear reports, short articles and presentations taking into account the audience who will receive it eg project work Strong interpersonal skills, able to quickly build credibility and influence at all levels of the organisation and wider health/social care system Ability to engage with senior staff at a professional level to identify management information needs. Ability to consider problems and issues in the broad context and look beyond the immediate situation.

Able to concentrate with frequent interruptions and where work is unpredictable, eg. constant phone calls requesting advice. The ability to work on own initiative, responding to immediate requests

General Working Conditions



37.5hrs Working hours Working pattern Monday to Friday 9am to 5pm Open to Job Share Office presence required each week, with ability to be on site ideally 3 days per week. Open to flexible working including hybrid working
