The Adoptions Manager will be responsible for leading the adoption of completed estate infrastructure - including roads, sewers, pumping stations, and public open spaces - by local authorities, appointed management companies and other statutory bodies. Acting as the central point of contact for internal teams, local authorities, utility providers, and contractors, this role ensures that adoption processes are completed efficiently, in compliance with regulations, and within budget. The ideal candidate will have strong project management expertise, a solid understanding of UK adoption procedures, and the ability to coordinate multiple stakeholders to achieve high-quality outcomes.

Key Responsibilities



Infrastructure Adoption & Compliance:



Manage the handover of estate roads, sewers, public open spaces, and related infrastructure, ensuring alignment with S38, S104, S278, S185 agreements.

Arrange handover including legal transfer of sites with management areas to Management Companies set up.

Carry out site inspections to verify that all infrastructure meets adoptable standards and quality requirements.

Arrange handover of Management Company sites including legal transfer.

Ensure the preparation and approval of technical submissions, including CCTV surveys and As-Built documentation, by adopting authorities.

Facilitate Road Safety Audits and other compliance measures to enable timely adoption approvals.

Identify and resolve issues preventing the adoption of legacy sites, collaborating with authorities to find practical solutions.

Tender remedial work and negotiated costs with contractors.

Liaison with all key stakeholders to coordinate works.

Project & Stakeholder Management:



Serve as the main liaison for local authorities, utility providers, councils, management companies, and internal teams.

Build and maintain professional relationships with adopting bodies to ensure smooth handovers and maintain the organisation's reputation.

Work closely with Build, Commercial, and Technical teams to plan and deliver infrastructure handovers efficiently.

Oversee external consultants supporting adoption projects, monitoring performance and expenditure.

Documentation & Reporting:



Maintain comprehensive records of bonds, agreements, and sectional trackers, reporting progress and any delays to senior management.

Support the Technical Department in preparing Adoption Plans, Deed Plans, Agreements, and statutory submissions.

Compile and provide Highway Health & Safety Files for adopting authorities.

Financial & Risk Management:



Manage bond liabilities, identify opportunities for reductions, and ensure all inspections and certificates are completed.

Contribute to pre-construction cost planning for adoption works.

Monitor risks associated with adoption projects and implement measures to prevent delays or cost overruns.

Site Engagement:



Attend sites during infrastructure works/activities to monitor quality, record issues, and provide feedback to the build team or contractors.

Support the Technical and Engineering teams with inspections, approvals, and adoption processes.

Qualifications and Experience



HNC/HND or Degree in Civil Engineering, Construction, or a related field.

Demonstrable experience managing infrastructure adoption in housebuilding or construction environments.

Strong knowledge of UK adoption procedures, including S38, S104, and S278 agreements, with an understanding of relevant legislation.

Experience coordinating with local authorities, utility providers, and internal stakeholders.

Excellent project management, organisational, and communication skills.

Proficient in Microsoft Office and project management tools.
