We're looking for an experienced and driven individual to lead our Asset Investment Programmes at Freebridge Community Housing. As the
Asset Investment Programme Manager
,you would be leading a dedicated team involved in the formulation, development, procurement, and delivery of capital and revenue investment programmes--including minor works and disabled adaptations to housing and communal assets.

Freebridge was set up in 2006, to receive the transfer of the Borough Council of King's Lynn and West Norfolk's housing stock. We now have over 7500 properties across west and north Norfolk, in addition to building new homes for social and affordable rent, and to support those who want to move into shared home ownership. What you'll be doing:
Contribute to the formulation and delivery of corporate and assets strategies to ensure compliance with statutory and regulatory obligations.
Lead the development of investment programme cycles in collaboration with key stakeholders.
Lead and develop a high-performing team, ensuring they have the direction and resources required to deliver an effective asset investment service.
Assist the Head of Assets in the preparation of the 1 year, 5 year and 30-year programmes.
Have a high-level view of overall budgets, preparing detailed costings and ensuring maximisation of grant funding.
Monitor programme delivery against targets, undertaking corrective actions as necessary.
Lead monthly review meetings to monitor progress and financial spend, and produce quarterly outturn reports.
Oversee the procurement and mobilisation of new contracts, including demobilisation, ensuring appropriate contracts are in place and that these are actively monitored.
Manage the delivery of disabled adaptations within target and budget constraints.
Conduct option appraisals and make recommendations for the best use of stock.
Ensure high levels of customer satisfaction through a customer-centric service approach.
What we're looking for:
Proven experience in an investment service area within social housing or a related sector.
Demonstrable knowledge of analysing complex numerical information and property data to formulate investment programmes.
Strong understanding of statutory, regulatory, and best practice requirements in asset investment.
Experience in contract law, building construction, and regulations.
Experience in managing multiple contracts and sustaining long-term relationships.
Leadership experience in delivering capital and revenue work programmes.
Proficiency in procuring, mobilising, and demobilising contracts.
Degree in quantity surveying or related field is desirable.
Membership in Royal Institute of Chartered Surveyors (RICS), Chartered Institute of Builders (CIOB), or equivalent is preferred.
