Job Description

On behalf of the Cabinet Office, we are looking for an Assistant Financial Accountant - Inside IR35 for a 9 month contract based Hybrid working (2/3 days per week in London Office and remaining WFH)



The Cabinet Office supports the Prime Minister and ensures the effective running of government. The Cabinet Office is also the corporate headquarters for the government, in partnership with HM Treasury, and takes the lead in certain critical policy areas. The main duties and responsibilities of the Assistant Financial Accountant would be:

Interim and Annual Accounts Preparation: Preparation of interim and annual accounts for the Cabinet Office to audit-ready standard, adhering to HM Treasury's Financial Reporting Manual and other pertinent guidance. Annual Report Production: Production of the Annual Report section of the Annual Report and Accounts, including identifying information requirements, liaising with contributors, and managing the quality assurance process. External Audit Liaison: Liaise with external audit on the drafting, preparation, or collation of all audit schedules. Whole of Government Accounts Returns: Production and submission of Whole of Government Accounts returns to HM Treasury. Annual Report and Accounts Production Timetable Management: Management of the Annual Report and Accounts production timetable, encompassing the issuance of national guidance to colleagues. Financial Accounting and Reporting Guidance: Provision of clear and comprehensive national guidance on financial accounting and reporting matters. Compliance with HM Treasury's Financial Reporting Manual: Ensuring Cabinet Office accounting practice remains compliant with HM Treasury's Financial Reporting Manual, including the implementation of new accounting standards and other disclosure changes as appropriate and when required. Monthly Reconciliation of Account Codes: Production of a monthly reconciliation of all active asset and liability account codes. Capital Accounting Support: Support for the FA team with all Capital accounting reporting requirements and queries.

CTC/SC Clearance is an essential requirement for this role, as a minimum you must be willing & eligible to undergo checks. Please note, due to the exceptional requirements of this position (short-term nature of this role and speed at which we require a postholder in situ) preference may be given to candidates who meet all of the essential criteria and hold active security clearance.



Essential:



Qualified or Part-Qualified Accountant (e.g., ACA, ACCA, CIMA) or equivalent experience in financial accounting and reporting Strong knowledge of HM Treasury's Financial Reporting Manual (FReM) and UK public sector accounting standards. Proven experience in preparing statutory accounts and managing audit processes to an audit-ready standard Strong Audit experience Ability to manage complex reporting timetables and coordinate contributions from multiple stakeholders effectively. Strong analytical and reconciliation skills, including experience with asset and liability account reconciliations. Effective communication and stakeholder management skills, with the ability to provide clear guidance on financial accounting and reporting matters.
