This pivotal role sits at the heart of our GP Federation, supporting and delivering services across Primary Care. The role will be acting as a centralised figure across executive coordination, team leadership, compliance, and finance.

You'll be responsible for leading our HQ operations and contract delivery. Developing high performing services, line management responsibilities, managing budgets and supporting complex HR matters. With a balance of tactical expertise and people-focused leadership, you'll enable departments and practices to deliver outstanding service, maximise income, and operate smoothly within regulatory frameworks.

As a trusted colleague in the Executive team, you will not only be responsible for the daily running of the Federation but actively influence the strategic direction of services. About Us



Salus is a GP Federation formed by the local GP practices within Northeast Hampshire and Farnham 'place' within the NHS Frimley ICB. We hold several contracts supporting Primary Care to deliver services on behalf of GP practices. Our purpose is to develop and innovate Primary Care services to support our patient population and GP practices.

Salus operate a contract for the running of Mayfield Medical Centre. This practice is run as a salaried GP only model, with centralised functions operated by Salus.

ROLE SUMMARY:



This role requires an exceptional senior operational leader to play a pivotal role in the management and delivery of high-quality primary health care services across the Federation. The role will comprise part of the executive Federation leadership team.

The role will be responsible for the management, development and implementation of Federation contractual responsibilities, including strategic input and expansion of service delivery.

The role will provide day-to-day leadership, support and line management of our HQ team.

As part of the senior team this role will also be responsible for the governance of Federation responsibilities. This will include a role as the SIRO (Senior information Risk Owner), description attached.

KEY RESPONSIBILITES AND DUTIES:



This is an indicative list and not intended to be exhaustive.

HQ:



Proactively develop and maintain effective communication across the Federation, partners and relevant outside agencies, striving to ensure that all external facing activity delivered upholds the standards expected and maintains the reputation of the organisation.

To assist the Executive team with the running of the Federation.

To deputise for the Executive team when required and appropriate to do so.

Responsible for ensuring relevant company policies and procedures are in place for the operational delivery of the organisations responsibilities. In line legal obligations and professional bodies frameworks.

Line Management & Team Leadership:



Provide comprehensive direct line management to identified roles within the HQ and Practice team, including but not exhaustive to mentoring, 1:1s and appraisals. Including identified performance management.

Ensure the team is supported and trained to work effectively and efficiently.

Provide accessible operational leadership, functioning as a role model and professional development support.

Identify recruitment needs of the business and provide effective direction and support to ensure correct levels of resource are maintained and retention is supported.

To ensure regular effective communication and meetings are in place to obtain service updates and support effective decision making to ensure timely progress.

This role is required to effectively manage and support escalated HR matters, including disciplinary processes and other complex staffing matters.

IT:



Responsible for ensuring information technology (IT) processes are safe and effective for the Federation. This includes the Federation's compliance with GDPR, along with other relevant professional bodies and legislation.

Finance:



Budget management. To ensure appropriate and effective company spending in line with contractual requirements. Ensuring service delivery is operating within allocated financial envelopes.

To regularly review income and expenditure, identifying areas of cost saving.

To work with the finance team to provide effective direction and input to ensure accurate financial summaries can be provided to the exec team.

To direct and support our GP Practice to maximise income streams

Contract Responsibilities / Service Improvement / Projects:



Identify and establish comprehensive processes and strategies to support the safe and sustainable operational delivery of Federation responsibilities.

Service improvement; to identify and implement performance improvement plans. Liaise with relevant internal and external colleagues in the development of service improvement.

Oversight and support of the GP Practice, to review contractual performance against the Quality Outcomes Framework. Including reviewing and interpreting data / reports, identifying and sharing success and learning, proposing remedial action where improvement is needed and devising action plans as appropriate.

Ensure any quality or safety concerns are identified and acted upon, undertaking investigations and supporting the identification of learning and quality improvement. Management of significant events.

To provide strategic proposals and operational developments to support the organisations growth.

Provide briefing papers and performance summaries to the Exec team.

Corporate Governance & Compliance:

Ensure all relevant regulatory, contractual and other requirements are implemented, monitored and maintained.

To ensure the services and HQ functions are delivered in line with CQC recommendations and compliance.

Ensure corporate governance structures and processes are implemented and adhered to, including ensuring policies and procedures are developed and reviewed to meet company requirements.

Ensuring contractual requirements are met, leading operational assurance visits and reviews, and ensuring robust plans and processes are implemented in response to any areas requiring learning or development, providing assurance to the Boards and relevant others.

To ensure line Management are overseeing the compliance with mandatory and statutory training of their relevant staff. Support and enable the successful delivery of Federation events, supporting with coordination, providing content and leading relevant sessions, e.g. Protected Learning Time/Educational Events.

Support the Executive team to design, implement and review effectives of appropriate governance structures.

Working Relationships:



To work as a flexible member of the Federation providing support and mentoring to other team members when necessary

Providing comprehensive line management to line-managed colleagues, including (but not exhaustively) providing appraisals, 1:1s (monthly as a minimum), welfare checks as required, and ensuring effective management of leave of all types.

To take an active role in the development and embedding of the Federation's culture, values and reputation as providers of high quality services

Encourage supporting staff to collaborate through sharing information and intelligence across different activities

Undertake any other duties commensurate with the post holder's grade as agreed with the post holder's line manager.

Support and participate in shared learning across the Federation, practices and wider teams.

Use a structured framework (e.g. root-cause analysis) to manage, review and identify learning from patient complaints, incidents and near-miss events.

Assess the impact of policy implementation on care delivery.

Communication:



Support the establishment of processes for internal staff communication to provide regular and timely updates and ensure staff are kept informed of relevant information, updates and changes affecting their work or relevant to the Federation.

Working with relevant colleagues to ensure communications plans are in place projects.

Actively participate in staff communication and development processes, events or programmes.

In addition the post-holder should recognise the importance of effective communication within the team and will strive to:

The post-holder will:
