Job summary




The Business Improvement Team's primary focus is driving business improvement and optimising our services within wider DIO organisation. From ideation to cultural embedment, we work with the organisation ensuring that high quality Defence infrastructure and customer service is delivered quickly, efficiently, and effectively with limited impact to front line staff.


The Benefits Manager plays a crucial role in embedding business optimisation across the organisation, ensuring that efficiency improvements and benefits realisation are captured, measured, and aligned with the wider Optimisation Programme. In the current financial climate, it is imperative that benefits management supports the organisation in delivering best value for customers, operates within control totals, and meets Treasury efficiency savings while adhering to the Government's Benefits Framework.


This role is positioned within the Efficiencies Core Team while also supporting the wider Strategic Business Office within Business Improvement, ensuring that benefits are consistently captured across the organisation in a consistent and efficient manner. You will work closely with stakeholders & Business Improvement Partners within Business Improvement to drive best practices in benefits identification, tracking, reporting, and realisation.


This position is advertised at 37 hours per week.

Job description




Key responsibilities include, but are not limited to;

Leadership & Governance



Supporting the Efficiencies Business Improvement Partner in embedding a robust benefits management framework across the organisation. Ensuring that benefits realisation is a core component of business optimisation efforts as well as the wider Strategic Business Offices undertaking. Driving strong governance around benefits tracking, ensuring processes are transparent, repeatable, and integrated into existing decision-making structures. Working collaboratively with stakeholders to ensure benefits are appropriately owned, measured, and reported. Ensuring compliance with mandatory requirements, including governance procedures and alignment with control totals and Treasury efficiency savings.

Benefits Management & Realisation



Developing, maintaining, and refining the DIO Benefits Management Framework, ensuring coherence with organisational priorities and the Treasury efficiency savings framework. Leading on the development of a Benefits Management Strategy, aligning benefits with the directorates strategic objectives and planning. Working closely with business improvement partners and operational teams to identify, define, and measure key benefits, developing comprehensive benefits profiles. Delivering training and awareness sessions to promote a benefits-focused mindset and ensure consistency in benefits management principles. Participating in investment appraisals where appropriate, ensuring that benefits forecasts in business cases align with organisational objectives. Leading and facilitating benefits mapping workshops where appropriate. Conducting scrutiny and assurance reviews on benefits management practices, ensuring compliance and effectiveness. Maintaining a consolidated benefits forecast, ensuring accuracy and minimising double counting. Providing direct support to the Strategic Business Office, ensuring benefits realisation contributes to the directorate's broader business initiatives.

Benefits Tracking & Reporting



Establishing a measurement, tracking, and reporting framework, ensuring benefits are consistently monitored against agreed targets and reported effectively to the Strategic Business Office. Identifying and manage consequences, including dis-benefits and opportunities for maximising benefits realisation. Consolidating metrics and progress reports, providing senior leaders with clear insights into benefits realisation performance. Escalating significant benefits-related issues to the 1 Steering Group, ensuring swift resolution and alignment with strategic priorities.
Leading on post-implementation reviews, ensuring that lessons learned from benefits management are captured and shared for continuous improvement. Leading the Strategic Business Office in integrating benefits realisation insights into corporate performance reporting and long-term business planning. ###

Person specification



Essential Criteria



Proven experience in benefits management, business optimisation and programme delivery. Ability to lead benefits realisation processes within a complex organisational structure. Excellent communication, influencing, and problem-solving skills, with a focus on collaborative working.

Desirable Criteria



APMG Managing Benefits Practitioner or similar qualification. Experience in stakeholder engagement, particularly at senior levels, to drive alignment and ownership of benefits. Demonstrable expertise in data analysis, financial forecasting and benefits tracking. ###

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance. The post does not offer relocation expenses.
