Due to the imminent completion of the newly built Gullwing Bridge in Lowestoft we\'re currently looking to recruit an experienced Operations & Contracts Manger to oversee the safe, efficient and cost smart operation of the \xc2\xa3145m bridge and also the Bascule Bridge. You\'ll lead a team who will manage the delivery of the opening and closing the bridge on a 24/7 basis, ensure public and vessel safety during the manoeuvres, manage vessel tracking and ensure the maintenance of the bridge. This is a newly created role that will end up managing a team of 11 people once the contracts are fully up and running.

Accountabilities

  • Provide contract and cost management oversight for the two bridges tailored to the nature and risk profile of the contract scopes (as defined by National Highways and Suffolk County Council
  • Continue the work on contract Procurement plans which reflect effective risk management and contracting strategies.
  • Prepare formal Cost Plans in accordance with contract work scopes commensurate with the contract maintenance phasing.
  • Prepare contract documentation, such as reports, revised Operations and Maintenance manuals, risk assessments, operation and maintenance strategies and plans, and review and comment, supplement and augment and improve tender documentation (including the Scope of services or Employers Requirements) to ensure the appropriate allocation of risk.
  • Undertake tender negotiations with suppliers to deliver optimum value for money and risk profile is achieved.
  • Support and advise the Engineering Resources Manager in the commercial management of the contracts, ensuring ABP\'s commercial risk is managed appropriately through the contract lifecycle, including correspondence management, commercial assessments and cost recovery resolution.
  • Ensure operational resource requirements for both bridges are met.
Requirements & Experience
  • Strong technical and educational base with a minimum of Degree or equivalent.
  • Strong people management experience and skills.
  • Proven experience in providing Contract management expertise to projects, with experience in multidisciplinary team delivery environments.
  • Experience in the administration of contracts including NEC contracts (NEC4, Option A), various professional services contracts and managing commercial negotiations.
  • Understanding of statutory requirements, current regulations and approved codes of practice relating to the commercial management of maintenance contracts.
  • Ability to think logically and problem solve to meet project delivery requirements with minimal supervision.
  • Good IT skills, proficient in MS Word, Excel and PowerPoint
  • Full UK driving licence.
Ideal
  • Experienced and knowledgeable regarding regulated procurement environments
  • Knowledge and experience of working with or for publicly funded bodies including local government departments
  • Experienced in managing a 24hr operation.
