Job Details
Business Technology Solutions is responsible for the Council's information technology network and resources. BTS procures and maintains all computer hardware and software, together with the network that connects it all together and to other organisations. This includes Fife Council's telephone systems, electronic data storage and the IT applications that support service delivery.
The Directorate Solutions Teams are part of Business Technology Solutions (BTS) and are responsible for the development, delivery and support of Directorate and Service-specific ICT platforms and solutions and to ensure effective linkages with Council-wide ICT strategic priorities and delivery.
An exciting opportunity has arisen for two System Specialists in the Health & Social Care and Trusts Directorate Solutions Team.
The Systems Specialist will:
Provide specialist business/technical guidance.
Take a significant role in the planning and design of IT solutions/systems to meet organisational needs.
Collaborate with the business, partners or suppliers to clarify details of requirements specifications.
Produce clear and detailed documentation for colleagues and customers and keep these up to date.
Be responsible for the support lifecycle of systems utilised throughout the directorate.
Resolve business or technical problems or issues by applying the necessary skills and research.
Ensure agreed service levels are met and all relevant procedures are adhered to.
Ensure incidents are handled according to agreed procedures.
Actively seek opportunities within the business area to implement digital solutions, seeking to re-use solutions where possible.

The Person
You will be educated to SCQF level 7 which includes HNC or Advanced Highers or equivalent vocational accreditation in a computing / systems or related discipline or equivalent experience.
You will be expected to work with a high level of independence and be comfortable in both documenting your work and reporting to your peers.
You must have significant experience of supporting and managing application lifecycles.
You should have:
Excellent interpersonal skills.
The ability to discuss technologies and solutions with customers in simple language.
An awareness of the PRINCE 2 project methodology and the ITIL framework.
Experience of investigating operational requirements and problems and seeking effective business solutions.
Proficient in monitoring systems to investigate and resolve incidents and problems.
Experience in developing test plans, analysing results and interpreting these for the customer.

While the significant part of the role can and will be carried out remotely, candidates should be able to travel to and attend office locations in Fife as required.
