Responsibilities

The Business Development & HSE Lead is a senior strategic position that balances

commercial growth

with

HSE leadership

. You will expand Shoal's client base, drive new business opportunities, and strengthen partnerships, while ensuring operational excellence in health, safety, and environmental performance across the organisation. This role is central to aligning Shoal's growth ambitions with our commitment to safety. You will lead business development strategy, champion behavioural safety, oversee compliance, and guide cross-functional teams to ensure safety remains a cornerstone of company success. The role involves national travel, client-facing work, and significant collaboration with internal teams to support Shoal's long-term vision.

Key Responsibilities

Business Development

Strategic Growth & Planning

Develop and execute Shoal's business development strategy in line with our long-term vision Manage sales pipelines, forecasts, and reporting to senior leadership

Market Expansion & Opportunities

Identify and pursue new markets, partnerships, and client opportunities Lead high-level negotiations and secure new commercial agreements

Client Relationship Management

Build and maintain strong relationships with clients and partners Promote Shoal's services and deliver an exceptional client experience

Cross-Functional Collaboration

Work closely with Operations, Training, Recruitment, and Finance to ensure aligned delivery Support marketing activity, brand development, and lead generation campaigns

Health, Safety & Environment (HSE)

HSE Leadership & Performance

Drive continuous improvement in safety performance across all operations Champion a robust behavioural safety strategy

Compliance & Risk Management

Ensure full compliance with UK HSE legislation and industry standards Oversee policies, procedures, RAMS, and critical documentation

Audits, Inspections & Oversight

Plan and conduct HSE audits and site inspections nationwide Lead corrective actions and support teams in closing out findings

Coaching, Guidance & Safety Culture

Act as Shoal's HSE subject matter expert, guiding teams and partners Support incident investigations and lessons learned Ensure effective training programmes are in place (not necessarily delivered by you)

Key Skills & Qualifications

Essential

Proven experience in Business Development and/or Senior HSE Leadership Strong commercial acumen and strategic mindset Excellent communication and relationship-building skills Deep understanding of UK Health & Safety legislation and standards Experience leading audits, compliance, and safety improvement initiatives Ability to influence at all levels and embed a strong safety culture Strong organisational skills, resilience, and ability to balance dual responsibilities Full UK driving licence and willingness to travel nationwide

Desirable

Experience in behavioural safety strategy Experience working in heavy industry, construction, or energy sectors Familiarity with digital safety systems or CRM platforms
