To lead the business's tendering activity and relationship development within the public sector. This role is central to securing new project opportunities via frameworks, DPSs, and direct bids, while also supporting the NED in cultivating new and existing client relationships through meetings, events, and networking engagements.

Your profile



Key Responsibilities



Tendering & Bid Management





Identify new project opportunities across frameworks, portals, and procurement platforms Prepare and manage the end-to-end submission of PQQs, ITTs, and tender documentation Work with the Operations and Estimating teams to ensure tenders are deliverable, competitive, and aligned to capacity Maintain and develop the bid library, including case studies, CVs, project data, and policies Track and report on success rates and lessons learned for continuous improvement

Public Sector Relationship Development



Support the NED (Construction) in attending and following up on meetings with housing associations, local authorities, and framework leads Attend networking events, public sector engagement evenings, and housing-focused roundtables Organise client briefings, site visits, and informal touchpoints to support client retention and pipeline growth Keep detailed records of relationship history, client requirements, and upcoming opportunity timelines

Strategic Support & Market Intelligence



Maintain a CRM of public sector stakeholders, consultants, and key contacts Monitor policy changes, housing funding announcements, and pipeline shifts across the sector Collaborate with other internal teams (e.g. Living Markets) on aligned opportunities Contribute to the development of capability statements and framework applications


Skills & Experience Required



Essential

:

Strong experience preparing and submitting construction tenders to public sector bodies Working knowledge of frameworks, DPSs, and compliance requirements Confident communicator with experience attending client-facing meetings and events Organised and able to meet tight deadlines across multiple submissions Strong written English and attention to detail for professional tender documentation

Desirable

:

Existing contacts or networks within housing associations, councils, or procurement consortia Experience using portals such as Proactis, Delta, Jaggaer, Contracts Finder, or LHC Knowledge of the regulatory and funding environment in affordable and social housing Exposure to Adobe Creative Suite or other document design tools
